KORONADAL CITY, South Cotabato — March 31, 2026 — Authorities in Region XII have intensified public safety measures ahead of the Holy Week exodus, with a large-scale, multi-agency operation confirming that public transport personnel remain drug-free and fit for duty.

The joint operation, dubbed Oplan Harabas, was simultaneously conducted on March 30, 2026 at key transport hubs including the Koronadal City Public Terminal, the General Santos City Public Terminal, and the YBL Inc. Terminal in Koronadal City. The initiative was led by the Philippine Drug Enforcement Agency Region XII, in coordination with the Land Transportation Office XII and the Land Transportation Franchising and Regulatory Board Region XII.

A total of 204 public utility vehicle (PUV) personnel—comprising 136 drivers and 68 conductors—underwent random drug testing. Authorities reported that all individuals tested negative for illegal substances, underscoring the readiness and reliability of transport workers tasked with ferrying thousands of passengers during the Lenten season.

“This outcome reflects the strong compliance of our transport sector with safety and anti-drug policies,” officials said, noting that ensuring sober and alert drivers is critical during peak travel periods when road risks significantly increase.

Beyond drug testing, the operation featured K9 paneling, with trained narcotics detection dogs deployed across terminals to further deter illegal drug activities. Advocacy materials promoting drug-free living and safe travel were also distributed to commuters and transport operators, reinforcing the government’s campaign for public awareness and responsibility.

Meanwhile, personnel from the LTO and LTFRB carried out thorough inspections of passenger buses to verify roadworthiness. These checks focused on mechanical condition, safety equipment, and regulatory compliance, ensuring vehicles are fully prepared for the anticipated influx of travelers returning to their home provinces for Holy Week observances.

Authorities emphasized that monitoring and enforcement operations will continue in the coming days across terminals and other public areas. The sustained presence of law enforcement and regulatory agencies aims to guarantee not only safe and orderly travel but also to prevent any potential threats that could compromise public safety during one of the busiest travel periods of the year.

With thousands expected to traverse major routes in Mindanao, officials urged the public to remain vigilant, cooperate with authorities, and prioritize safety throughout the Holy Week period.
