MISAMIS ORIENTAL — The National Bureau of Investigation (NBI) has rescued a woman in Misamis Oriental who was identified as a victim in a child sexual abuse and exploitation materials case first referred to Philippine authorities more than a decade ago, highlighting how renewed investigation and digital tracing can help resolve long-standing exploitation cases.
The rescue was carried out on August 17, 2026, by the NBI Human Trafficking Division (NBI-HTRAD), in coordination with the NBI Northeastern Mindanao Regional Office (NBI-NEMRO), following a referral from the United States Federal Bureau of Investigation (FBI).
According to the NBI, the woman had been identified as a victim in a series of child sexual abuse and exploitation materials that were first referred to authorities in the Philippines in 2013. The case remained unresolved for years until investigators conducted a renewed review in October 2025 and uncovered information that eventually enabled them to establish the victim’s identity and locate her.
Investigators relied on open-source intelligence, digital tracing and cross-checking of social media accounts and government records as they worked to determine the woman’s identity and present whereabouts. Field verification and surveillance were subsequently conducted before authorities approached and rescued her.
The case demonstrates the difficulties faced by investigators in pursuing exploitation incidents that may span years, particularly when victims have since reached adulthood and their circumstances have changed. In this instance, investigators were able to revisit information from the old case and use additional digital and government records to reconnect the victim to the investigation.
Victim Gives Sworn Statement
Following her rescue, the woman provided a sworn statement to NBI-HTRAD investigators in Misamis Oriental.
She disclosed that intimate images of her had allegedly been taken without her consent and later circulated online by a foreign national with whom she had been involved at the time.
The NBI said the victim’s sworn statement will be provided to the FBI to support its continuing investigation into the foreign national within the bureau’s jurisdiction.
Authorities did not publicly identify the victim or the foreign national, in keeping with the need to protect the victim’s identity and the integrity of the continuing investigation.
The operation also underscores the importance of international law enforcement cooperation in cases involving online exploitation, where victims, suspects and digital evidence may be located in different jurisdictions.
Decade-Old Case Revived Through Digital Investigation
The NBI’s successful identification and rescue of the woman came after investigators revisited the case more than 10 years after the original referral.
The renewed review in October 2025 became a critical turning point, generating new information that investigators were able to validate through digital tracing, open-source intelligence and records verification.
Rather than treating the long period since the original referral as an end to the investigation, authorities used available information and investigative technology to establish new leads and determine the victim’s current location.
The case illustrates how developments in digital investigation, combined with traditional field verification and surveillance, can help law enforcement revisit unresolved cases and identify victims who may otherwise remain outside the reach of authorities.
The NBI said the operation forms part of its continuing efforts to protect victims of exploitation and pursue cases involving the sexual abuse and exploitation of children, including those requiring coordination with foreign law enforcement agencies.
The bureau also recognized the assistance provided by the FBI, the National Center for Missing & Exploited Children, the Municipal Social Welfare and Development Office of Manticao, Misamis Oriental, and NGO partner Justice Reigns and Just Philippines Project in connection with the operation.
The rescue in Misamis Oriental was one of two separate victim-rescue operations conducted by the NBI in August. The bureau also carried out a separate operation in Quirino involving a minor, but that case is outside the scope of this report.
For the Misamis Oriental victim, the conclusion of the rescue operation marks a significant development in a case that began with a referral in 2013. Her testimony will now form part of the continuing investigation being pursued by the FBI, potentially providing investigators with additional evidence as they work to establish accountability for the alleged exploitation.
