BUKIDNON, Philippines — Two individuals identified by police as members of communist terrorist groups (CTGs) voluntarily surrendered to authorities in separate intelligence-driven operations in Bukidnon on October 10 and 11, 2026, as police intensified efforts to encourage those associated with armed groups to return to peaceful civilian life.

The two surrenders were carried out in separate locations in the province through intelligence operations led by personnel of the Bukidnon Provincial Mobile Force Companies (PMFC), in coordination with other police units and intelligence agencies.

At around 2:45 p.m. on October 10, an individual identified by the alias “Lito,” 51, a farmer and former New People’s Army-in-the-Barrio member, surrendered at the headquarters of the Bukidnon 2nd PMFC in Barangay Pinamaloy, Don Carlos, Bukidnon.

Police identified Lito as a former member of the dismantled Guerilla Front 53 (GF53) under the Southern Mindanao Regional Committee (SMRC).

The operation was conducted by intelligence operatives of the Bukidnon 2nd PMFC, together with the Regional Mobile Force Battalion’s Regional Public Safety Battalion (RPSB) Kibawe Cluster, Kibawe Municipal Police Station, a company of the 1003rd Regional Mobile Force Battalion, and the Directorate for Intelligence’s MAPIO unit (DI-MAPIO).

The operation was also carried out in coordination with the 13th Special Action Company of the 1st Special Action Battalion of the PNP Special Action Force (PNP-SAF), as well as personnel from the Bukidnon Police Intelligence Unit (PIU) and Regional Intelligence Unit 10 (RIU 10).

A second surrender was recorded at around 7 p.m. on October 11 in Zone 2, Barangay Capitan Bayong, Impasugong, Bukidnon.

The individual, identified by the alias “Rey,” 29, a laborer, was described by police as a member of the SRSDG EAGLES, SRC 1, under the North Central Mindanao Regional Committee (NCMRC).

The surrender was facilitated by intelligence operatives of the Bukidnon 1st PMFC in coordination with the Bukidnon PIU.

Following their respective surrenders, both individuals were placed under the custody of their assigned PMFC units for debriefing and profiling. Authorities said further assessment would be conducted to determine the appropriate assistance and interventions that could be extended to them through concerned government agencies.

The process is intended to assess their circumstances and identify possible support mechanisms as they transition toward civilian life.

Police Regional Office 10 Regional Director PBGEN Nestor C. Babagay Jr. welcomed the two voluntary surrenders, emphasizing the importance of intelligence-driven operations and sustained efforts to persuade individuals associated with communist armed groups to abandon armed struggle and return to peaceful civilian communities.

“Every individual who chooses peace deserves the opportunity to rebuild their life and contribute positively to the community. We encourage those who remain involved in armed groups to return to the fold of the law and work toward a safer and more peaceful future,” Babagay said.

He directed police units to sustain intelligence-driven operations, strengthen coordination with local government units and partner agencies, and intensify community engagement to prevent recruitment by communist terrorist groups.

The regional police chief also underscored the need to preserve the gains of peace in Northern Mindanao through continued cooperation among law enforcement agencies, local governments, and communities.

The latest developments highlight the continuing efforts of authorities in Bukidnon to encourage individuals linked to communist armed groups to disengage from armed activities and explore opportunities for reintegration into civilian society.

Authorities have yet to disclose further details regarding the assistance that may be provided to the two individuals, pending the completion of their assessment and profiling.
