TALIPAO, Sulu — In a significant step toward deepening peace and stability in conflict-prone communities, the 1103rd Infantry (Kalis) Brigade of the Philippine Army convened a high-level coordination meeting with leaders and peace coordinators of the Moro National Liberation Front (MNLF) on January 15, 2026, aimed at strengthening joint mechanisms for the settlement of rido or clan feuds.

Held at the Brigade Headquarters in Barangay Samak, Talipao, the meeting focused on reinforcing cooperation between the Armed Forces of the Philippines (AFP) and the MNLF in addressing rido-related conflicts, particularly those involving MNLF members. Rido, a long-standing cultural practice of clan retaliation, remains one of the major drivers of violence and insecurity in many parts of Mindanao.

The dialogue emphasized the enhancement of the AFP–MNLF joint RIDO settlement framework to ensure faster, more inclusive, and culturally sensitive conflict resolution. Both sides acknowledged that unresolved clan feuds not only endanger lives but also undermine community stability and derail peace and development efforts.

The MNLF delegation was led by Commander Kana Isnain, the newly designated Chief of MNLF Peace Coordinators, and Commander Abie Isnain, Deputy Chief of Staff of the MNLF, along with other key leaders and coordinators. Their presence underscored the MNLF’s continued commitment to peacebuilding and its willingness to work closely with government security forces in preventing violence.

Brigadier General Emmanuel L. Cabasan, Brigade Commander of the 1103rd Infantry (Kalis) Brigade, together with brigade officers, warmly welcomed the MNLF leaders and reaffirmed the military’s dedication to sustaining a strong and productive partnership.

“The partnership between the AFP and the MNLF is vital in resolving local conflicts such as rido. Through dialogue, coordination, and unity, we can prevent violence and promote harmony within our communities,” BGEN Cabasan stressed.

Participants expressed optimism that the strengthened joint mechanism will significantly contribute to conflict prevention, community reconciliation, and the overall peace and security situation in Sulu. The engagement also highlighted the importance of trust-building, mutual respect, and sustained dialogue in addressing deeply rooted cultural conflicts.

The 1103rd Infantry (Kalis) Brigade reiterated its steadfast commitment to working hand in hand with peace partners and stakeholders in support of inclusive peace, sustainable development, and long-term stability in the province.

As Sulu continues to navigate complex security challenges, initiatives like this joint AFP–MNLF engagement signal a growing resolve among former adversaries to choose cooperation over conflict—and dialogue over violence.
