KALINGALAN CALUANG, Sulu — October 11, 2025

A powerful symbol of hope and reconciliation unfolded in Kalingalan Caluang, Sulu, as the long-standing land dispute between the Madjuri and Aplahal families was peacefully settled through dialogue and cooperation — a breakthrough hailed as a triumph of peace over conflict.

The mediation, held at the Municipal Hall of Kalingalan Caluang, was led by Brigadier General Alaric Avelino P. Delos Santos, Commander of the 1102nd Infantry “Ganarul” Brigade, alongside Board Member Sherhan Najar of Sulu’s 2nd District, and facilitated by Tumikhang Sama-Sama, a local peacebuilding organization.

After days of tension and negotiations, both families agreed to end the dispute and resolve it through proper government channels, allowing the government wharf project in the area to continue without obstruction. The settlement brought together leaders from various sectors — the military, police, local government, religious groups, and civil society — united in preventing the issue from escalating into violence.

Among the key participants were Hji. Peping Halun, Municipal Administrator of Kalingalan Caluang; Hon. Al-Fauji Anta Kabirul, Barangay Captain of Pangdan-Pangdan; Lt. Col. Ronald A. Borras, Commanding Officer of the 21st Infantry Battalion; PLt. Col. Sabri Lakibul, Commander of the PMFC PPO; PCpt. Rukaiza Arip, Chief of Police of Kalingalan Caluang; Allih Zulkifli, MNLF Community Leader; Mr. Kannah Isnain, Representative of Ustadz Abdul Karim Misuari; Ustadz Abdurajak Alhari of the Ulama Council; and Ms. Rosemae Abduraji of Tumikhang Sama-Sama.

Lt. Col. Borras emphasized that the success of the mediation stemmed from collective trust and open dialogue among the parties involved.

“This peaceful settlement is the fruit of unity and dialogue. Our soldiers are not only peacekeepers on the ground but partners in rebuilding trust among families and communities,” he said. “We are deeply grateful to everyone who chose to listen, to understand, and to forgive. This is the real essence of peacebuilding.”

Brig. Gen. Delos Santos lauded the courage and cooperation of everyone who took part in the process, calling the agreement a testament to the power of understanding and compassion.

“This settlement is more than just an agreement between two families. It is a triumph of peace over conflict,” he said. “It proves that negotiation and dialogue remain the most powerful tools in resolving disputes. No amount of anger or pride can ever outweigh the value of a single life, and peace will always be the better victory.”

He also extended gratitude to the Philippine National Police, the Local Government of Kalingalan Caluang, MNLF leaders, Tumikhang Sama-Sama, Board Member Najar, and Administrator Halun for their vital roles in achieving the peaceful resolution.

“This settlement is proof that peace is not only possible — it is achievable when all sectors work together with sincerity and purpose,” Delos Santos added.

The successful mediation reflects the continuing efforts of the 1102nd Infantry “Ganarul” Brigade, the Provincial Government of Sulu, and local peace advocates to transform communities once affected by rido and land conflict into zones of harmony, trust, and progress.

The Kalingalan Caluang settlement now stands as a model of LGU-led, security sector-supported, and community-based peacebuilding, showcasing the power of collective leadership and collaboration in achieving lasting peace and strengthening local governance in Sulu.
