QUEZON CITY, Philippines — In a significant move toward fulfilling long-awaited reparations for those affected by the 2017 Marawi siege, the Marawi Compensation Board (MCB) and the National Housing Authority (NHA) have officially signed a Memorandum of Agreement (MOA) on Wednesday, November 5, 2025.

The agreement, signed pursuant to Republic Act 11696 or the Marawi Siege Victims Compensation Act of 2022, along with its amended Implementing Rules and Regulations (IRR), aims to streamline and accelerate the compensation process for victims whose properties were damaged or demolished during the siege and subsequent rehabilitation efforts.

Representing the MCB was Chairperson Atty. Moslemen T. Macarambon Sr., while NHA General Manager Joeben A. Tai signed on behalf of the housing agency. The signing was witnessed by representatives from the Department of Human Settlements and Urban Development (DHSUD), the Office of the Presidential Adviser for Marawi Rehabilitation and Development (OPAMRD), and the Department of Budget and Management (DBM).

Under the MOA, the NHA is tasked to compensate claimants who owned private properties demolished under the Marawi Recovery, Rehabilitation, and Reconstruction Program (MRRRP). This includes properties affected by debris clearing, management operations, and the search and recovery of unexploded ordnance (UXO), in line with Republic Act 10752 or The Right-of-Way Act.

The MCB will handle the verification and transmission of claimant documents to the NHA to ensure a more efficient process.

Officials said the agreement signifies a critical milestone in the government’s continuing effort to deliver justice and recovery for the people of Marawi, more than eight years after the city was devastated by the months-long armed conflict between government forces and the Maute group.

In the coming days, the MCB and NHA are expected to release additional guidelines to inform eligible claimants about the next steps in the compensation process.
