Datu Odin Sinsuat, Maguindanao del Norte — Authorities arrested on Monday morning, September 1, a woman tagged as the finance officer and wife of a Dawlah Islamiya leader, in a joint police and military operation at the Cotabato Airport in Barangay Awang.


The suspect was identified as Jasmiya Camsa Ibrahim, 31, a resident of Sitio Nakan, Barangay Kapaya, Bagumbayan, Sultan Kudarat. She peacefully yielded to operatives after warrants of arrest for violations of the law on illegal possession of firearms, ammunition, and explosives were served against her. The warrants were issued by the Regional Trial Court Branch 13 in Cotabato City, with no bail recommended.
Brig. Gen. Jaysen De Guzman, director of the Police Regional Office-Bangsamoro Autonomous Region (PRO-BAR), confirmed the arrest, saying Ibrahim had long been under surveillance. The operation was carried out by the Datu Odin Sinsuat Municipal Police Station, elements of the Cotabato City Police Office led by Col. Jibin Bongcayao, and units of the Army’s 6th Infantry Division.
Recovered from Ibrahim’s possession were multiple identification cards under different names, SIM cards, a mobile phone, ATM and cash cards, a BIR ID, and cash—believed to be linked to her role in handling terror funds.
Intelligence reports revealed that Ibrahim manages the financial network of the Dawlah Islamiya Hasaan Group, facilitating the procurement of ammunition, ammonium nitrate, and potassium chlorate—chemicals often used in improvised explosive devices (IEDs). Moro community leaders also confirmed that Ibrahim is one of the four wives of Abu Suffian, a notorious Dawlah Islamiya figure and the alleged mastermind of the December 31, 2018 South Seas Mall bombing in Cotabato City that killed two people and injured more than 10 others.
Suffian, a known henchman of the late Dawlah Islamiya emir Salahuddin Hassan, was killed in a police operation in Cotabato in 2020. However, Ibrahim evaded arrest at the time. Authorities suspect she continued serving as the group’s finance handler, maintaining access to funds used for weapons and explosives.
Ibrahim is listed as the Top 10 Most Wanted Person in the Bangsamoro Autonomous Region and Top 1 Most Wanted in Cotabato City. She is now under police custody while awaiting a commitment order from the court.
Officials said her arrest is a major blow to the already weakened Dawlah Islamiya network, which has been responsible for a string of deadly bombings and extortion attempts across Mindanao since 2015.
