BUTUAN CITY – The 4th Infantry (Diamond) Division (4ID) joined government agencies, former rebels, and community partners in reaffirming peacebuilding efforts during the Community Assembly for Peace and Development held at the Balanghai Hotel and Convention Center here on Monday, September 8.

The event was spearheaded by the Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU) through its Local Conflict Transformation Field Implementation Support Unit (LCT-FISU). It gathered former rebels, grassroots organizations, peace advocates, and government stakeholders to foster dialogue, strengthen reintegration programs, and highlight the role of ex-rebels in rebuilding their communities.

One of the major highlights was the formal launch of the United Caraganon for Peace & Development Federation, Inc. (UCPDFI), a unified organization of former rebels (FRs). In addition, 144 Safe Conduct Passes were issued to amnesty applicants, led by OPAPRU Secretary Carlito G. Galvez Jr.

A former rebel, Leizel M. Guinsod of Lanuza, Surigao del Sur, shared her inspiring story during the assembly. With the government’s support, Guinsod was able to complete her college education and rebuild her life.

“We were able to graduate through the help of the Lord, the government, and the security sector especially the 36IB who really focused on supporting our education. We are very thankful. To the PSWDO and DILG, who also worked hard so that we could finish our studies, our deepest gratitude,” she said.

Her story served as a powerful testament to the effectiveness of reintegration and educational support programs in transforming lives and promoting reconciliation.

The Philippine Army reaffirmed its commitment to peace efforts, with Major General Michele B. Anayron Jr., Commander of the 4ID, leading the military delegation together with the Commanders of the 401st, 402nd, 403rd, and 901st Infantry Brigades.

In his message, Maj. Gen. Anayron underscored the importance of unity in sustaining peace and progress in the region.

“This regional convergence is a strong symbol of hope and unity. We in the 4ID fully support efforts that help former rebels return to the fold of the law and rebuild their lives. Through continued collaboration with our partners in government and the community, we are committed to sustaining peace and bringing development to every corner of Caraga. Together, let us build a future where lasting peace is not just a goal but a shared reality,” he said.

The assembly stands as a significant milestone in the government’s broader peace agenda, highlighting Caraga’s steady progress in transforming conflict-affected communities into resilient and peaceful ones.
