PLACER, Surigao del Norte — A former member of a Communist Terrorist Group (CTG) who had spent 14 years hiding from authorities has voluntarily surrendered to government forces, marking another milestone in the government’s ongoing peace-building efforts in Surigao del Norte.
The former rebel turned over one modified Caliber .30 Carbine rifle, two magazines, and four rounds of ammunition to personnel of Charlie Company operating under the operational control of the 401st Infantry Brigade.
Military officials said the surrender was made possible through the sustained efforts of the Community Development Support Team (CDST), which has been actively implementing information and education campaigns, community dialogues, and close collaboration with local government units, community leaders, and other stakeholders across the province.
According to the Army, these initiatives have significantly strengthened public confidence in government programs, encouraged communities to reject the influence of Communist Terrorist Groups, and reinforced the peaceful and secure environment that Surigao del Norte currently enjoys.
The former CTG member reportedly decided to abandon the armed movement after a series of engagements and dialogues with government forces, ultimately choosing to return to the fold of the law and begin a new chapter in life through peaceful means.
Military officials emphasized that the surrender reflects the growing effectiveness of community-based peace and development programs designed to address the root causes of insurgency while encouraging former rebels to reintegrate into society.
Lieutenant Colonel Rey Vergel A. Annogui, Commanding Officer of the 30th Infantry Battalion, said the development demonstrates the success of the Community Development Support Teams in maintaining the province’s Stable Internal Peace and Security status.
“This voluntary surrender affirms the effectiveness of our CDSTs in sustaining the Stable Internal Peace and Security status of Surigao del Norte. Through continuous community engagement, trust-building, and close collaboration with local stakeholders, we remain committed to preserving our hard-earned peace and preventing the resurgence of Communist Terrorist Groups,” Annogui said.
The 30th Infantry Battalion reiterated its commitment to supporting the government’s peace and development agenda by strengthening partnerships with communities, local governments, and various stakeholders to ensure lasting peace throughout the province.
The Army also encouraged remaining CTG members to abandon armed struggle, surrender peacefully, and take advantage of government programs aimed at helping former rebels rebuild their lives and contribute to the development of peaceful and progressive communities.
Officials said continued cooperation between security forces and local communities remains crucial in sustaining the gains of peace and preventing the resurgence of insurgent activities in Surigao del Norte.
