ZAMBOANGA CITY — The Western Mindanao Naval Command (WMNC), in coordination with the Bureau of Customs (BOC) Zamboanga City, intercepted a motorboat loaded with an estimated ₱13,099,800 worth of assorted undocumented tobacco products off the coast of Sulu on the evening of August 5.
The vessel, identified as RHOMAR KHAYRI (also marked ROMAR KHAYRI) and manned by four crew members, was spotted about 3.8 nautical miles east of Teomabal Island, Hadji Panglima Tahil, at around 10:30 p.m. WMNC operating units moved in to apprehend the motorboat as part of their intensified maritime security patrols targeting smuggling and other illegal activities in the Sulu and Celebes Seas.
A joint inspection and inventory with the BOC revealed the cargo consisted of 226 master cases of cigarettes, broken down as follows:
- 149 master cases Champion – ₱8,537,700
- 57 master cases New Berlin – ₱3,266,100
- 16 master cases New Far Red – ₱916,800
- 4 master cases New Far Green – ₱229,200
The jungkong-type motorboat, valued at ₱150,000, was also seized.
Authorities said the operation was in violation of Republic Act No. 10863, or the Customs Modernization and Tariff Act, as well as regulations of the Bureau of Internal Revenue and the National Tobacco Administration under Executive Order No. 245.
On August 6, the seized vessel and contraband were turned over to the BOC Zamboanga City for proper disposition. The four crew members, all unharmed, were released after processing.
WMNC Acting Commander Capt. Hilarion D. Cesista PN (MNSA) said the successful operation underscores the Philippine Navy’s firm commitment to safeguarding the country’s maritime borders and supporting anti-smuggling efforts.
“This apprehension sends a clear message to those exploiting our maritime domain for illegal activities — the Navy will remain vigilant, persistent, and ready to act to protect our seas and secure our future,” Cesista said.
The WMNC vowed to sustain its maritime patrol and law enforcement support missions to keep the southern maritime frontiers safe, secure, and free from illicit trade.
