Parang, Maguindanao del Norte – The Iranun Development Council (IDC) was formally established on February 19, 2025, through a Memorandum of Agreement (MOA) signing ceremony at Iranun Palace, Parang. This milestone marks a unified effort among local governments to enhance governance, economic progress, and development in Iranun communities.
Mayor Cahar P. Ibay of Parang, serving as IDC Chairperson, led the ceremony, emphasizing the importance of collaboration among municipalities. Atty. Benedicto R. Bacani, Executive Director of the Institute for Autonomy and Governance (IAG), highlighted the council’s crucial role in fortifying local governance structures.
International support for the IDC’s initiatives was reinforced by Violeta Dominguez, Coordinator General of the Spanish Agency for International Development Cooperation (AECID). The event also featured messages from key leaders, including Bangsamoro Chief Minister Ahod B. Ebrahim. Minister Atty. Sha Elijah B. Dumama-Alba of the Ministry of the Interior and Local Government (MILG), represented by Provincial Director Tarhata L. Balading, reiterated MILG’s commitment to empowering local governments.
“The Iranun Development Council is not just a structure; it is a commitment to unity, leadership, and service. It is a platform where collaboration is turned into action, where local governments work together to deliver meaningful and lasting change for the people they serve,” Minister Dumama-Alba stated. She assured continued MILG support in strengthening governance mechanisms.
Representing Provincial Governor Abdulraof A. Macacua, Provincial Administrator Dr. Tomanda D. Antok affirmed the province’s dedication to sustainable development, emphasizing community involvement in local initiatives.
IDC Executive Director Saipona Zaman provided an overview of the council’s history, objectives, and future direction. The formal signing of the MOA cemented the commitment of the five Iranun municipalities—Parang, Buldon, Matanog, Sultan Mastura, and Barira—to work together for regional advancement.
Interim leadership was confirmed, with Mayor Ibay as Chairperson, Executive Director Zaman, and a Deputy Executive Director. Following the MOA presentation, a photo session commemorated the event.
The five municipal mayors—Mayor Abdul Rauf D. Tomawis of Barira, Mayor Pahmia A. Manalao of Buldon, Mayor Zohria S. Bansil-Guro of Matanog, Mayor Cahar P. Ibay of Parang, and Mayor Zulficar Ali H. Panda Sr. of Sultan Mastura—voiced their commitment to ensuring IDC’s success in delivering tangible results for their communities.
Stakeholders, including Francisco ‘Pancho’ Lara Jr. of Climate Conflict Action, Marivel C. Sacendoncillo of BRIDGE – The Asia Foundation, and representatives from the Consortium of Bangsamoro Civil Society (CBCS), also expressed support for IDC’s mission.
The MILG reaffirmed its dedication to strengthening governance structures across the Bangsamoro region. Through institutional backing and strategic collaboration, the ministry aims to empower local councils in implementing meaningful reforms.
The establishment of the IDC represents a significant milestone for the Iranun people. As the council moves forward, its success will be measured by improvements in governance and public service delivery. With the leadership of the five mayors, the commitment of local officials, and the support of the BARMM government, the IDC is expected to serve as a model for transparency and effective governance.
