Governor Rogelio “Ruel” D. Pacquiao has issued an official statement strongly refuting claims made by former provincial accountant Mr. Armando Cunanan, CPA. These allegations, described by the governor as “lacking any basis in official findings from recognized government agencies,” were recently circulated online, raising concerns about their intent and accuracy.
In his address, Governor Pacquiao emphasized that the dissemination of these accusations appears to be politically motivated. “The online dissemination of these claims appears to be driven by malice and political agenda,” he stated, urging the public to remain vigilant against misleading social media posts.
The governor underscored the Sarangani provincial government’s strict compliance with Republic Act No. 9184, known as the “Government Procurement Reform Act,” and its Implementing Rules and Regulations (IRR). He highlighted that transparency, accountability, and financial integrity remain central to his administration’s governance principles. Sarangani’s commitment to these values is evidenced by its Seal of Good Local Governance (SGLG) and other national recognitions.
Strengthened Internal Controls
To reinforce his administration’s commitment to good governance, Governor Pacquiao detailed a series of internal control measures that have been implemented to ensure ethical and efficient procurement processes:
- Provincial Price Monitoring Index: Institutionalized to monitor procurement costs.
- Market Survey and Price Analysis: Conducted before any procurement to guarantee value for money.
- Mandatory Post-Qualification: Ensuring all procurements meet stringent criteria.
- Inspectorate Oversight: The Sarangani Province Inspectorate Team (SPIT) conducts rigorous checks prior to acceptance and payment for all procurements.
These measures aim to eliminate irregular, unnecessary, excessive, extravagant, or unconscionable (IUEEU) expenditures while promoting public monitoring of government activities.
Welcoming Transparency and Accountability
Governor Pacquiao reiterated his administration’s openness to audits and reviews, noting that these foster collaboration with government agencies and enhance governance for the benefit of Sarangani’s citizens.
He also called on the public to exercise caution when consuming information online. “Mga pinalanggang Sarangan, ayaw kamo basta-basta mutuo sa mga malicious posts sa social media. Adunay mga politically motivated actions nga ginasensationalize kay duol na ang election,” he said in Cebuano, urging unity and vigilance as elections draw near.

Governor Pacquiao reaffirmed his administration’s dedication to serving the people of Sarangani through accountable and transparent governance. “Together, we will continue to bring public services closer to the people, create opportunities for all, and ensure that no Sarangan is left behind,” he concluded.
