Davao City, November 18, 2014 – The Provincial Government of Maguindanao del Norte, through its Provincial Planning and Development Office (PPDO), successfully hosted a capacity-building workshop from November 11 to 15, 2014, at Bajada Suites, Davao City. The event focused on formulating two key plans: the Local Road Network Development Plan (LRNDP) and the Local Public Transport Route Plan (LPTRP), essential components for enhancing transportation infrastructure and services.
Addressing Infrastructure and Transport Needs
The LRNDP was designed to facilitate in-depth discussions, gather valuable input, and draft actionable strategies for improving local road networks. Meanwhile, the LPTRP is set to serve as a minimum requirement for issuing Public Utility Vehicle (PUV) franchises. It aims to optimize routes to better respond to passenger demand and match vehicle types to road configurations and hierarchies.
The workshop gathered local planners, engineers, transport experts, government representatives, and other stakeholders to collaborate on innovative solutions for the region’s transportation challenges.
Key Insights and Activities
Engr. Makmod S. Pasawilan, EnP., led the sessions on local road network planning. His discussions covered topics such as:
- Aligning frameworks for LRNDP formulation,
- Linking plans to broader development strategies,
- The role of transportation and road networks in local and national development, and
- Principles of project prioritization and investment programming.
Interactive Q&A sessions provided a platform for participants to clarify concerns, share insights, and intensify discussions. The session concluded with a summary of key takeaways and commitments to follow-up actions.
On the second day, representatives from the Land Transportation Franchising and Regulatory Board Region 12 (LTFRB-12), led by Ret. Gen. Renato Padua’s team, delivered insights on the LPTRP. Discussions, facilitated by Engr. Christopher S. Capistrano and his team, emphasized the importance of responsive route planning and alignment with the region’s transport needs.
Goals and Outcomes
The workshop had five primary objectives:
- Formulate the LRNDP and LPTRP as strategic blueprints for transportation development,
- Address challenges and opportunities in local road infrastructure,
- Gather stakeholder feedback for network improvements,
- Set priorities for road upgrades and new projects, and
- Foster collaboration and shared understanding among stakeholders.
The event underscored the provincial government’s commitment to modernizing its transport infrastructure and improving public mobility. Participants left with actionable plans and renewed focus on strengthening Maguindanao del Norte’s road and transport systems.

As a result of the workshop, stakeholders pledged to finalize the draft plans and continue collaborative efforts in implementing the identified projects.
