In a year-end media conference held by the Ministry of the Interior and Local Government (MILG) earlier today, Minister Atty. Sha Elijah B. Dumama-Alba, MP, provided a crucial clarification regarding the President’s authority over appointments within the Bangsamoro Parliament. Responding to a key question during the Open Forum, she underscored the exclusive prerogative of the President to appoint, reappoint, or replace Members of Parliament (MPs) and the Interim Chief Minister, regardless of legislative developments.
Addressing recent misrepresentations by certain media outlets, Minister Dumama-Alba firmly stated that her remarks were solely aimed at explaining the President’s constitutional authority. She highlighted that decisions on appointments are anchored in executive discretion, emphasizing, “The Interim Chief Minister and Members of Parliament serve at the pleasure of the President. His power to appoint, replace, or remove any member is sole and exclusive discretion, independent of whether a bill is enacted or not.”
Dispelling Misinformation
Minister Dumama-Alba took the opportunity to address erroneous reports that misquoted her statements. She clarified that she did not state:
- That “President Ferdinand ‘Bongbong’ Marcos Jr. may soon appoint a new Chief Minister for the Bangsamoro Autonomous Region.”
- That the President “could also appoint members of the Bangsamoro Transition Authority (BTA) if Congress passes the proposed postponement of the regional elections originally set for 2025.”
- That “the proposal has already been approved by Congress and is expected to move forward in the Senate, especially since Senate President Chiz Escudero himself filed the measure.”
- Any assertions regarding motivations behind the postponement of elections, such as providing the Bangsamoro government more time to strengthen its institutions.
Minister Dumama-Alba emphasized that these statements, attributed to her by some media outlets, do not reflect her words or position. She pointed to the video recording of the event as incontrovertible evidence of her actual remarks, ensuring transparency and accountability.
Upholding Constitutional Principles
During the Open Forum, Minister Dumama-Alba reiterated the President’s constitutional prerogative. “Regardless of whether a law is passed to reset the election, the President has the discretion to appoint, reappoint, or replace the Members of Parliament at any time,” she explained. She further clarified that her statement was limited to the scope of executive authority and did not speculate on future appointments or legislative actions.
By addressing the misinformation, Minister Dumama-Alba reinforced the principles governing the Bangsamoro Transition Authority and the constitutional basis of presidential authority. Her statements served as a reminder of the executive’s role in shaping the transitional government and reaffirmed the need for accurate reporting in the media.
Ensuring Transparency and Accountability
Minister Dumama-Alba’s remarks during the media conference highlighted her commitment to clarity and transparency. By directly addressing the misinterpretations and providing evidence to support her statements, she dispelled false narratives and reaffirmed the importance of adhering to constitutional principles in the Bangsamoro’s governance.
The MILG’s year-end media conference concluded with a call for accurate reporting and responsible journalism to ensure that the public receives truthful and reliable information about the ongoing transition in the Bangsamoro Autonomous Region.
