DAVAO CITY — Police arrested a suspected high-value drug personality and confiscated more than ₱1.07 million worth of suspected shabu and a .38-caliber revolver during a law enforcement operation in Lower Binugao, Barangay Binugao, Toril, Davao City, on October 14, 2026.

The Davao City Police Office (DCPO) identified the arrested suspect by the alias “Javar,” classified as a high-value individual (HVI) in the campaign against illegal drugs. Authorities estimated the value of the seized suspected methamphetamine, locally known as shabu, at more than ₱1,077,800.
The operation was conducted by Police Station 8–Toril, led by its acting station commander, Police Major Richeen M. Lagnayo, in coordination with the Regional Intelligence Division 11, DCPO Special Weapons and Tactics (SWAT) personnel, and Task Group Falcon of Task Force Davao.
The arrest and seizure represent a significant enforcement action against suspected illegal drug activities in the city, particularly in the Toril area. However, further details regarding the quantity of drugs recovered, the circumstances of the arrest, the ownership and status of the confiscated firearm, and the possible charges against the suspect were not provided in the police statement.
DCPO City Director Police Colonel Peter Bauzon Madria commended the participating units for what the police described as a successful operation, citing their coordination, operational performance, and commitment to suppressing illegal drug activities.
The police leadership also emphasized the importance of cooperation among law enforcement agencies, barangay officials, the local government, and residents in addressing the illegal drug problem.
Such collaboration can help authorities gather information, identify suspected criminal activities, and respond to threats affecting local communities. At the same time, the effectiveness of anti-drug operations must ultimately be measured not only by arrests and the monetary value of confiscated substances, but also by the quality of evidence gathered, the observance of due process, and the ability of authorities to pursue cases successfully before the courts.
The arrest of a person identified as a high-value suspect does not, by itself, establish guilt. The suspect remains entitled to the constitutional presumption of innocence, and any allegations must be proven through the appropriate legal proceedings.
The DCPO said the operation reflects its continuing efforts to combat illegal drugs and protect communities across Davao City. Authorities also underscored the role of vigilant residents and cooperation between government institutions and the public in sustaining peace and public safety.
The latest operation adds to the city’s continuing campaign against illegal drugs, with police operations expected to remain a key component of law enforcement efforts. Ensuring that arrests lead to properly documented cases and fair judicial proceedings will be essential to translating operational gains into lasting public safety.
