GENERAL SANTOS CITY, Philippines — Multiple minors were rescued in three separate but simultaneous operations targeting alleged online sexual abuse and exploitation of children (OSAEC) activities in General Santos City, with authorities also focusing on the alleged production or distribution of child sexual abuse or exploitation materials (CSAEM).

The rescue operations were led by the Women and Children Protection Center–Mindanao Field Unit (WCPC-MFU), with the participation of the Department of Social Welfare and Development Field Office XII (DSWD XII), General Santos City Police Office (GSCPO), the city government, Regional Anti-Cybercrime Unit XII (RACU XII), Regional Anti-Online Child Exploitation and Trafficking Task Force XII (RACETTF XII), and Regional Prosecution Office XII.
Authorities said the coordinated operations involved multiple minors who were victims of child sexual abuse and exploitation (CSAEC) and OSAEC. The simultaneous actions targeted alleged activities involving the online sexual exploitation of children, including the production or distribution of CSAEM.
The operations underscore the need for coordinated law enforcement and social welfare interventions to identify and rescue children exposed to sexual abuse and exploitation, particularly in cases involving digital platforms and the possible circulation of abusive materials online.
Rescued children placed under protective care
Following their rescue, the minors were placed under the care and custody of the City Social Welfare and Development Office (CSWDO) of General Santos City.
The children are receiving protective services, appropriate interventions, and support intended to safeguard their rights, safety, and overall well-being. Their placement under social welfare custody is a critical step in ensuring that rescued minors receive assistance and protection following their removal from potentially abusive or exploitative situations.
The involvement of DSWD XII and the city social welfare office highlights the importance of providing child-centered assistance alongside law enforcement operations. Rescuing children is only the initial step; their protection and recovery also require appropriate social services and interventions that address their individual circumstances.
Coordinated response to online child exploitation
The participation of police, anti-cybercrime personnel, child protection specialists, social welfare authorities, and prosecutors reflects the multi-agency approach needed to respond to suspected OSAEC and CSAEC cases.
Such cases may involve the use of digital technology to facilitate abuse or exploitation, as well as the creation, possession, or distribution of abusive materials. Investigations must establish the circumstances of each case and determine the possible criminal liability of individuals involved.
However, authorities have not disclosed the exact number and ages of the rescued minors, the specific locations of the three operations, the identities of any suspects, or whether arrests and formal charges have been made. The available information also does not specify the precise roles allegedly played by any individuals in the suspected activities.
These details should be established through official police and prosecution records as the investigation progresses.
Protecting the identities and rights of child victims
The rescue operations also highlight the importance of protecting the privacy and dignity of children who have experienced sexual abuse or exploitation. Their names, photographs, addresses, schools, and other identifying details must not be disclosed in ways that could expose them to further harm, stigma, or victimization.
Under the principle of child-centered protection, the welfare and safety of rescued minors must remain paramount throughout the investigation and any subsequent legal proceedings.
As the investigation continues, the coordinated response of law enforcement and social welfare agencies will be crucial in ensuring that the rescued children receive sustained protection and that any offenses established by evidence are addressed through the appropriate legal process.
