A Historic Leap, But Also a Historic Question

President Ferdinand Marcos Jr.’s announcement during his fifth State of the Nation Address that the Philippines will conduct its first liquid-fueled sounding rocket launch in Cagayan in 2027 was rightly celebrated as a historic milestone. For the first time, the country is moving beyond being merely a consumer of space-based technologies toward becoming an active participant in the global space industry. It is an achievement that deserves national recognition and optimism. Yet beneath the excitement lies an uncomfortable question that deserves equal attention: why was the country’s scientifically strongest candidate for a future commercial spaceport—Mati City in Davao Oriental—suddenly sidelined after years of being recognized by experts as the Philippines’ most ideal launch site?

This question is not about opposing the development of Cagayan or diminishing the significance of the country’s first rocket launch. Rather, it is about understanding whether one of the most consequential infrastructure decisions for the nation’s technological future was guided primarily by scientific evidence or by political and administrative convenience. For a nation aspiring to build a globally competitive aerospace industry, that distinction matters.

The Science Had Already Pointed to Mati

Years before the recent announcement, Philippine aerospace experts had already undertaken extensive preliminary studies to determine the country’s most suitable location for a future spaceport. These studies were not based on regional preferences or political lobbying but on internationally accepted principles of orbital mechanics, launch safety, and long-term commercial viability.

Among the leading figures behind these studies was Dr. Rogel Mari Sese, one of the Philippines’ foremost aerospace engineers, former head of the National Space Development Program, and chair of the Aerospace Engineering Department of Ateneo de Davao University. Under his leadership, several potential launch sites across Luzon, Visayas, and Mindanao were evaluated using scientific criteria employed by established spacefaring nations. The conclusion consistently identified Mati City in Davao Oriental as the strongest candidate.

The reasons were compelling. Mati lies only about five to seven degrees north of the equator, placing it among the most geographically advantageous launch locations in Asia. Its relatively flat terrain, low population density, and unobstructed eastward trajectory over the vast Pacific Ocean satisfy many of the same conditions that have made internationally renowned launch sites such as the European Space Agency’s Guiana Space Centre in French Guiana exceptionally competitive. These are advantages that cannot be replicated elsewhere because they are products of geography rather than infrastructure.

The Equator Is Nature’s Greatest Launch Advantage

The importance of Mati’s location extends far beyond geography; it is rooted in the immutable laws of physics. The Earth rotates most rapidly at the equator, meaning rockets launched closer to this region receive a natural velocity boost from the planet’s rotation. This “slingshot effect” allows launch vehicles to consume less fuel while achieving the same orbital velocity, or alternatively, to carry significantly heavier payloads using the same amount of propellant.

For commercial launch providers, this natural advantage translates directly into economic competitiveness. Every kilogram of fuel saved can instead be allocated to additional satellite payload, reducing launch costs and increasing profitability. Over hundreds of launches, the cumulative savings amount to millions of dollars. This explains why many of the world’s premier launch facilities are deliberately situated as close to the equator as possible.

Mati’s latitude places it in a position comparable to some of the world’s most efficient launch locations. It is a strategic advantage bestowed by nature itself—one that no amount of financial investment can recreate elsewhere. Governments can construct airports, highways, ports, and industrial parks, but they cannot relocate the equator or alter the Earth’s rotational speed.

Physics Does Not Bend to Politics

Launching rockets from higher latitudes inevitably comes with measurable technical penalties. Cagayan, situated at approximately 18 degrees north latitude, does not receive the same rotational velocity advantage enjoyed by Mati. Consequently, rockets launched from Cagayan must expend additional fuel simply to compensate for the slower rotational speed. This reduces the amount of fuel available for carrying payloads or performing complex orbital maneuvers.

Furthermore, satellites intended for equatorial or low-inclination orbits require rockets launched from Cagayan to perform additional orbital corrections, consuming even more fuel. These adjustments may appear minor during experimental sounding rocket launches, but they become increasingly significant for commercial orbital missions carrying expensive satellites. The result is a reduction in payload capacity and overall launch efficiency.

These realities are not matters of opinion or regional bias. They are dictated by orbital mechanics and are recognized throughout the international aerospace community. Regardless of political decisions, the laws of physics remain unchanged.

Why Cagayan Was Chosen

To be fair, the decision to select Cagayan for the country’s inaugural sounding rocket launch is not without rational justification. Unlike Mati, Cagayan already possesses infrastructure capable of supporting immediate operations. The presence of Cagayan North International Airport, existing port facilities, and the Cagayan Economic Zone Authority provides an established logistical and regulatory framework attractive to foreign partners. The collaboration among the Philippine Space Agency (PhilSA), the Department of Information and Communications Technology (DICT), CEZA, and South Korea’s Perigee Aerospace benefits significantly from these existing facilities.

For a sounding rocket designed to carry a modest two-kilogram payload to an altitude exceeding five kilometers, these logistical advantages outweigh the need for maximum launch efficiency. Sounding rockets do not reach orbit, and therefore the equatorial velocity advantage is less critical during these initial demonstrations.

In this context, Cagayan represents the country’s readiness to begin launching rockets immediately rather than waiting years for new infrastructure to be developed elsewhere.

Infrastructure Can Always Be Built; Geography Cannot

However, acknowledging Cagayan’s readiness should not obscure a fundamental reality. Infrastructure can be developed through investment. Roads can be widened, airports expanded, seaports modernized, transmission lines installed, and economic zones established by legislation. History has repeatedly demonstrated that governments can transform undeveloped regions into thriving industrial centers when sufficient political will exists.

Geography, however, is permanent. The natural advantages that make Mati exceptionally attractive for commercial orbital launches cannot be transferred to another province. Once a long-term national strategy shifts away from the country’s scientifically superior location, the opportunity cost extends far beyond regional development. It affects the competitiveness of the Philippine aerospace industry for decades to come.

If the objective is merely to conduct an experimental rocket launch, Cagayan is more than adequate. If the ambition is to establish a globally competitive commercial launch industry capable of attracting international aerospace companies, the scientific case for Mati remains overwhelmingly persuasive.

Another Missed Opportunity for Mindanao

The decision also resonates deeply within the broader context of regional development. Mindanao has long contributed substantially to the national economy through agriculture, fisheries, mining, renewable energy, and natural resources. Yet many of the country’s flagship infrastructure projects, government institutions, and high-value industries continue to be concentrated in Luzon.

For decades, Mindanao has repeatedly been described as a region with immense potential. Yet opportunities that could fundamentally transform its economic landscape often materialize elsewhere. The proposed aerospace hub in Davao Oriental represented more than a launch site; it symbolized the possibility of positioning Mindanao at the forefront of one of the world’s fastest-growing industries.

The aerospace economy extends far beyond rockets. A modern spaceport stimulates research and development, advanced manufacturing, software engineering, satellite technology, telecommunications, logistics, education, tourism, and thousands of highly skilled jobs. Around every successful launch facility grows an entire ecosystem of innovation capable of reshaping regional economies.

Had Mati remained the centerpiece of the country’s long-term strategy, Mindanao could have emerged as Southeast Asia’s premier commercial launch destination, attracting foreign investments and creating opportunities far beyond Davao Oriental itself.

The Foundation Was Already Being Built

This vision was never merely theoretical. Ateneo de Davao University established the country’s pioneering undergraduate Aerospace Engineering program precisely because Mindanao was expected to become the center of Philippine launch activities. Researchers, engineers, students, and local governments spent years preparing for a future in which the region would play a central role in the nation’s aerospace ambitions.

The proposed spaceport was envisioned not simply as a launch facility but as a catalyst for technological innovation. Locally launched satellites could strengthen disaster management, improve agricultural productivity, monitor climate change, enhance fisheries management, combat illegal fishing, and provide independent Earth observation capabilities critical to national security and sustainable development.

This ecosystem of innovation was already taking shape. The scientific foundation existed. The educational institutions were preparing future aerospace engineers. International investors had expressed interest. The momentum was real.

The Nation Can Pursue Both

Recognizing Mati’s scientific superiority does not require abandoning Cagayan. The Philippines is entirely capable of pursuing a dual-site strategy. Cagayan can serve as the country’s initial operational and training facility for sounding rockets and technology demonstrations, while Mati remains the long-term destination for a full-scale commercial orbital launch complex capable of competing internationally.

Such an approach would allow the nation to capitalize on Cagayan’s existing infrastructure while preserving the long-term advantages offered by Mati’s unique geography. Rather than viewing the two locations as competitors, they could become complementary pillars of a comprehensive national space program.

Science Should Lead the Nation’s Future

The Philippines stands at the threshold of an exciting new chapter in its technological development. The first rocket launch from Philippine soil deserves celebration because it symbolizes national ambition and scientific progress. However, as the country looks beyond experimental launches toward establishing a permanent place in the global space economy, decisions must be guided by evidence rather than expediency.

The scientific consensus regarding Mati has never been based on regional pride. It has been grounded in geography, orbital mechanics, safety, and commercial competitiveness. Those advantages remain as valid today as they were when experts first identified Davao Oriental as the country’s premier launch location.

If the nation ultimately allows those advantages to be overshadowed by short-term logistical convenience or political considerations, it risks sacrificing a once-in-a-generation opportunity that no future administration will be able to recreate. History will undoubtedly celebrate the first Philippine rocket launch. But history may also ask why, when science pointed so clearly toward Mindanao, the nation chose a different path.

For a country seeking its place among the world’s emerging spacefaring nations, our greatest compass should not be political geography. It should be scientific truth.
