CARMEN, Davao del Norte — April 6, 2026 — The 10th Infantry (Agila) Division of the Philippine Army, in partnership with United States forces, led the groundbreaking ceremony for a multi-purpose building in Barangay Tibulao, Carmen, Davao del Norte, marking a key civil-military initiative under Balikatan Exercise 41-2026.
The project is being implemented through the joint U.S.-AFP Engineering Civic Action Program (ENCAP), a core component of the annual Balikatan exercises that focuses on humanitarian assistance, disaster response, and community development. The initiative underscores the deepening cooperation between the Armed Forces of the Philippines (AFP) and the United States in strengthening disaster preparedness and enhancing the resilience of vulnerable communities.
Once completed, the multi-purpose facility is expected to serve as a central venue for community activities and as a critical evacuation center during emergencies, particularly in disaster-prone areas. Officials said the project reflects a shared commitment to not only military readiness but also public service and civilian protection.
The ceremony was highlighted by a traditional tribal ritual and the laying of a time capsule—symbolic gestures that emphasized unity, cultural respect, and a long-term vision for sustainable development in the area.
According to Alvin Luzon, commander of the 10th Infantry Division, the Balikatan exercises go beyond joint military training. He stressed that such engagements are designed to foster cooperation in delivering essential services and equipping communities to better respond to disasters.
The 10th Infantry Division also reiterated that all Balikatan-related activities, including civil action projects like the Tibulao facility, are pre-planned and conducted in accordance with Philippine laws, with full respect for national sovereignty and public safety.
Balikatan, an annual joint exercise between Philippine and U.S. forces, continues to integrate military training with humanitarian initiatives, reflecting a broader strategy of defense cooperation anchored on community development and disaster resilience.
