PANABO CITY, Davao del Norte — Police Regional Office 11 (PRO 11) scored another major victory in its intensified war against illegal drugs after two high-value individuals (HVIs) were arrested in a joint buy-bust operation in Barangay San Francisco on Thursday, December 5, 2025.
The suspects, known only by their aliases “Gang” and “Cesar,” were collared by operatives from the Panabo City Police Station, Davao Norte Provincial Intelligence Unit (DNPIU), 2nd Davao Norte Provincial Mobile Force Company (2nd DNPMFC), and the Regional Police Drug Enforcement Unit 11 (RPDEU 11), with support from PDEA Davao del Norte.
Authorities seized a massive haul of illegal drugs—4,060 grams of suspected shabu packed in sachets and knot-tied cellophanes, with an estimated Standard Drug Price (SDP) of ₱27,608,000. Also confiscated were a genuine ₱1,000 bill used as marked money, ₱100,000 in boodle money, a black Manjaru backpack, and a dark-blue Jansport bag.
The arrested HVIs are now under the custody of the Panabo City Police Station, where charges for violating Republic Act 9165, or the Comprehensive Dangerous Drugs Act of 2002, are being prepared.
PRO 11 Regional Director PBGEN Leon Victor Z. Rosete lauded the coordinated effort, calling it a testament to the region’s strengthened anti-drug operations under the leadership of Acting PNP Chief PLTGEN Jose Melencio C. Nartatez Jr.
He reaffirmed PRO 11’s commitment to relentlessly pursue drug personalities and dismantle drug networks operating in Davao Region.
PRO 11 also urged the public to remain vigilant and actively report suspicious drug-related activities, emphasizing that community cooperation remains crucial in maintaining peace and order throughout the region.
