CAGAYAN DE ORO CITY — The Police Regional Office 10 (PRO10) reported that the 53rd anniversary of the declaration of Martial Law in Northern Mindanao on September 21, 2025, was observed peacefully and without major incidents.
A total of 3,737 police personnel were deployed across the region to secure various activities marking the occasion. Of these, 1,009 officers were stationed at fixed visibility posts, 1,129 carried out patrol duties, 92 handled traffic assistance, 830 manned checkpoints and border control points, 342 were assigned to Civil Disturbance Management (CDM), 315 formed part of the Reactionary Standby Support Force (RSSF), and 20 operated drones for aerial monitoring.
Authorities monitored eight rallies and assemblies held in Cagayan de Oro City, Iligan City, Valencia City in Bukidnon, Kauswagan in Lanao del Norte, and Oroquieta City in Misamis Occidental. The events—which included candlelight vigils, prayer rallies, caravans, and motorcades—were conducted peacefully and without disruption to public order.
PBGEN Rolindo M. Suguilon, Regional Director of PRO10, commended both the police force and partner agencies for their coordinated efforts in ensuring public safety.
“We are thankful that the anniversary observance was conducted in a peaceful and orderly manner. This was made possible through the commitment of our police personnel, the cooperation of rally organizers, and the vigilance of our communities,” Suguilon said.
He also emphasized the Philippine National Police’s (PNP) respect for constitutional rights while balancing its mandate to maintain order and security.
“The Philippine National Police fully recognizes the right of our people to peaceful assembly and free expression. At the same time, it is our mandate to maintain public safety and prevent any threats to order and security,” he added.
Suguilon highlighted the importance of collaboration between the PNP, local government units, and force multipliers such as the Bureau of Fire Protection (BFP) and disaster response offices in safeguarding the public.
“The safety of our communities will always be our priority. Moving forward, PRO10 will continue to perform its duty with professionalism and dedication in the service of Northern Mindanao,” the regional director said.
