MATALAM, COTABATO – Mayoral candidate and current Vice Mayor Ralph Ryan “Rap-Rap” Rafael soared in popularity after successfully disproving allegations made by his rival, incumbent Mayor Oscar Valdevieso, who accused him of using illegal drugs.
On Saturday, April 26, 2025, supporters and barangay officials backing Vice Mayor Rap-Rap celebrated after drug test results confirmed he was negative for any substance abuse. The test was conducted shortly after Mayor Valdevieso publicly accused Rafael during a barangay campaign rally of using shabu (methamphetamine).
The reelectionist mayor drew widespread anger from thousands of Matalam residents, including many barangay officials aligned with Vice Mayor Rap-Rap, after spreading false accusations that were later debunked.
According to local officials, business owners, and residents, the move was seen as a desperate attempt by Mayor Valdevieso to tarnish Rafael’s image, as it has become evident that the vice mayor enjoys greater public support. It is also widely known in the town that Mayor Valdevieso, now a senior citizen, is allegedly struggling with health issues and is no longer physically fit to continue serving as mayor.
The incident appears to have further boosted Vice Mayor Rap-Rap’s candidacy as the local election draws near.
