AGUSAN DEL NORTE — A former squad leader of the Communist Terrorist Group (CTG) voluntarily surrendered to authorities in Agusan del Norte on September 28, 2026, in an operation facilitated through the efforts of the 2nd Provincial Mobile Force Company (2nd PMFC), according to the Agusan del Norte Police Provincial Office (ADNPPO).
ADNPPO Provincial Director Police Colonel Ruel M. Cagape identified the surrenderer by the alias “Loy,” a former squad leader of the Special Regional Strike Division Group (SRSDG), SRC-3, North Central Mindanao Regional Committee (NCMRC).
Police said Loy was a PSR-listed CTG member who voluntarily turned himself over to authorities as part of continuing government efforts to encourage members of armed groups to abandon the underground movement and return to civilian life.
During his surrender, Loy also turned over one rifle grenade with a specialized tube, which was subsequently placed under police custody for proper documentation and disposition.
The surrender is part of the government’s continuing efforts to reduce the presence of armed groups in communities and provide former members with pathways toward reintegration.
Following the surrender, Loy was referred to the Intelligence Section of the ADNPPO for background investigation and assessment. Police said the process is intended to establish the appropriate disposition of the former CTG member and determine the assistance and interventions available to him.
Authorities said Loy will also undergo processing under the Enhanced Comprehensive Local Integration Program (E-CLIP), the government program intended to assist former members of communist armed groups who choose to return to mainstream society.
The program provides a framework for government agencies to facilitate the reintegration of former combatants and address their needs as they transition away from armed conflict.
Police authorities emphasized that the surrender is being treated as an opportunity for the former CTG member to begin a new chapter outside the armed struggle.
“Peace offers more than conflict ever could. To those still struggling: your families wait, and a new beginning is within reach. Surrender, rejoin society, and let us help you find purpose, safety, and true freedom,” Cagape said.
The police official encouraged other individuals who remain with armed groups to consider returning to their families and communities through peaceful and lawful means.
The ADNPPO said government agencies and security forces will continue supporting initiatives aimed at encouraging voluntary surrender, facilitating the recovery of firearms and other weapons, and assisting former armed-group members in their reintegration into society.
The surrender of Loy, along with the turnover of the rifle grenade, adds to the continuing law-enforcement and peace-building efforts in Agusan del Norte as authorities pursue the peaceful reintegration of individuals who choose to leave armed groups.
