ZAMBOANGA CITY — What began as a joint law enforcement operation targeting suspected illegal drugs ended with the discovery of an estimated ₱1.2 million worth of suspected smuggled cigarettes inside Flash Express packages at a warehouse in Barangay Kasanyangan, highlighting another significant blow against the illicit tobacco trade in Mindanao.
Authorities recovered 1,515 reams of suspected smuggled cigarettes during a joint inter-agency inspection conducted on July 21, 2026, at HRT Compound, Warehouse Nos. 13 and 14, following intelligence reports that illegal drugs were allegedly concealed inside several courier packages.
The operation was carried out by the Philippine Coast Guard Station Zamboanga, through the Coast Guard K9 Unit-Zamboanga (CGK9NDD-ZAM), in coordination with the Philippine Drug Enforcement Agency (PDEA), PDEA Special Investigation Unit-Zamboanga, Police Station 11, and the Maritime Law Enforcement Group-Southwestern Mindanao (MARSLEG-SWM).
According to authorities, the inspection focused on several Flash Express packages believed to contain illegal drugs. To verify the information, the Coast Guard deployed its trained K9 detection dogs from both CGK9-SWM and CGK9-ZAM.
The narcotics detection dogs initially gave positive indications, prompting law enforcement personnel to open and thoroughly inspect the suspicious packages.
However, instead of illegal drugs, authorities discovered that the boxes were filled with assorted cigarette brands believed to have been smuggled into the country.
A subsequent inventory conducted by Police Station 11 documented the seizure of 1,515 reams of assorted cigarettes consisting of 1,167 reams of Green Hill, 251 reams of Nashvill White, and 97 reams of Nashvill Red cigarettes. Authorities estimated the total value of the recovered shipment at approximately ₱1.2 million, more or less. All recovered items were properly documented, secured, and placed under government custody for appropriate disposition and further investigation to determine their origin, ownership, and possible violations of customs and tax laws.
Authorities have yet to identify any individuals who may be linked to the shipment.
The operation underscores the growing collaboration among law enforcement agencies in combating transnational crimes, particularly the illegal movement of contraband goods that deprive the government of millions of pesos in tax revenues and often serve as funding sources for organized criminal activities.
While the original intelligence report pointed to the possible presence of illegal drugs, authorities emphasized that the successful discovery of suspected smuggled cigarettes still represents a significant enforcement accomplishment. The use of specialized K9 detection capabilities, intelligence sharing, and coordinated operations among multiple agencies continues to strengthen efforts against various forms of smuggling and illicit trade.
The Philippine Coast Guard reiterated its commitment to supporting inter-agency law enforcement operations through intelligence coordination, specialized K9 assets, and sustained cooperation with partner agencies to protect communities from illegal activities.
Investigators are now tracing the source and intended recipients of the shipment as authorities determine whether additional criminal charges may be filed against those responsible for transporting or storing the suspected contraband. The discovery also raises questions about the possible use of courier and warehouse facilities by smuggling syndicates seeking to move untaxed tobacco products through legitimate logistics channels while evading law enforcement scrutiny.
