MARAWI CITY — Two foreign nationals from Tajikistan were arrested by joint government forces in a coordinated law enforcement operation on Friday afternoon, April 17, 2026, in Barangay Lomidong, amid ongoing efforts to safeguard public safety and national security.

Authorities identified the suspects as Safaroy Jomi, 21, and Alimov Abubakr, 22, both citizens of Tajikistan. The operation was carried out at approximately 1:30 p.m. based on Mission Order No. 2026-135, citing alleged violations of Section 37(a)(8) of Commonwealth Act No. 613, also known as the Philippine Immigration Act. The provision authorizes the deportation of foreign nationals whose presence or activities are deemed threats to public safety or national security.
The arrest was led by the Bureau of Immigration under Intelligence Agent 1 Charles Elmerson B. Oamil, in coordination with the Marawi City Police Station, the Lanao del Sur Police Provincial Office, and multiple units of the Philippine National Police. Also involved were elements of the Armed Forces of the Philippines, including the 104th Infantry Brigade and Task Force Marawi, as well as intelligence agencies such as the National Intelligence Coordinating Agency.
According to reports, the two suspects were located in a rented boarding house in the area. Operatives approached the individuals, identified themselves, and explained the contents of the mission order prior to effecting the arrest. Authorities said the suspects were informed of their rights in a language they understood.
Following their arrest, the two men were brought to the Marawi City Police Station for documentation before being transferred to the custody of the Bureau of Immigration. They were subsequently transported to the agency’s facility along Gov. Camins Avenue in Barangay Sta. Maria, Zamboanga City, where they will undergo further processing and disposition.
Authorities have yet to publicly disclose specific details regarding the alleged activities that led to the issuance of the mission order. However, officials emphasized that the operation forms part of intensified enforcement against foreign nationals who may pose risks to national security.
Investigations remain ongoing to determine the full extent of the suspects’ activities in the country, including any possible links to prohibited organizations or unlawful networks.
Meanwhile, the arrest has sparked concern among individuals claiming to be acquaintances of the suspects. In a public appeal circulating online, a friend urged local authorities and the Marawi community to assist the detained individuals, insisting that they are not affiliated with extremist groups. The post also questioned the basis of the arrest, alleging a lack of presented evidence and calling for due process.
As of this writing, authorities have not issued a response to the claims but reiterated their commitment to lawful procedures and thorough investigation.
