VALENCIA CITY, BUKIDNON — September 22, 2025 — In a decisive move to strengthen its campaign against insurgency, Valencia City formally declared the Communist Party of the Philippines – New People’s Army (CPP-NPA) as persona non grata during a ceremony held in Barangay Sugod.



The declaration was led by First Lieutenant John Andrew S. Gloriani, Commanding Officer of Alpha Company, 89th Infantry Battalion, together with local officials and community leaders. The ceremony was highlighted by the symbolic burning of the CPP-NPA flag, a gesture meant to demonstrate unity and firm resistance against terrorism, rebellion, and infiltration.
Representing Mayor Amie G. Galario, City Legal Officer Atty. Francesco Manuel R. Valdez underscored the city government’s unwavering political will to safeguard peace and security. Barangay leaders from Sugod, Lumbo, Poblacion, and Batangan also voiced their full support, reflecting the growing grassroots resistance against insurgency.
This milestone makes Sugod the eighth barangay in Valencia City to issue a persona non grata declaration against the communist insurgents, boosting the city’s bid to become the first insurgency-free city in Bukidnon.
Guided by the government’s Whole-of-Nation Approach, Valencia City has continued to strengthen its model of good governance and community partnership—initiatives that local leaders believe are essential in dismantling communist terrorist influence and ensuring long-term peace, security, and development.
