ZAMBOANGA CITY – In a decisive move to curb illegal online gambling and cyber scam operations, Mayor Khymer Adan T. Olaso has issued Executive Order No. KHYM-008-2025, directing the City Police Director and all 98 Punong Barangays to submit monthly reports on the presence—or absence—of Philippine Offshore Gaming Operators (POGOs), Internet Gaming Licensees (IGLs), and other illegal online gambling hubs in their respective areas.

The order, signed on July 14, 2025, aligns with Memorandum Circular No. 2025-025 issued by the Department of the Interior and Local Government (DILG), which calls on all local chief executives to strictly enforce the nationwide ban on POGOs, online scam hubs, and unauthorized gambling activities such as “online sabong.”

Mayor Olaso emphasized the importance of proactive investigation and reporting, requiring monthly written submissions by the 2nd day of each month to the Office of the Secretary to the Mayor. The reports must detail whether illegal gaming and scam operations exist within barangay jurisdictions.

“This Executive Order ensures that our barangay officials and local police are actively monitoring and reporting any illegal activities that pose a threat to public welfare,” Mayor Olaso said. “We must safeguard our constituents from cyber fraud and illegal gambling operations that undermine the safety and livelihood of our communities.”

Citing the powers granted under the Local Government Code of 1991 and relevant national laws, Mayor Olaso highlighted the joint responsibility of local police and barangay leaders to maintain peace and order and support citywide efforts to combat illicit operations.

Copies of the order have been furnished to the Zamboanga City Police Office, all barangay chairpersons, and the local media to ensure wide dissemination and immediate compliance.

The directive takes effect immediately.
