ZAMBOANGA CITY — Police seized 400 reams of assorted cigarette brands valued at approximately ₱500,000 and arrested two individuals during a maritime operation off Barangay Baliwasan on October 26, 2026, as authorities intensified efforts to curb the movement of suspected smuggled tobacco products.

Personnel of the Zamboanga City Maritime Police Station (ZC MARSPTA), in coordination with Zamboanga City Police Station 13, conducted the operation in the waters off the coastal barangay, resulting in the confiscation of cigarettes reportedly lacking the required graphic health warnings on their packaging.
The two individuals apprehended during the operation are now under the custody of ZC MARSPTA, along with the confiscated cigarette products, for documentation, investigation, and appropriate legal disposition.
Authorities placed the estimated value of the seized cigarettes at around ₱500,000. However, the exact valuation remains subject to consultation with the Department of Trade and Industry (DTI).
Investigators are also examining the circumstances surrounding the transport and possession of the cigarette products to determine the applicable violations and establish the possible involvement of the arrested individuals in the suspected illicit tobacco trade.
The case is being assessed in connection with Section 7 of Republic Act No. 10643, or the Graphic Health Warnings on Tobacco Products Act, which establishes requirements for graphic health warnings on tobacco product packaging.
The absence of the prescribed warnings raises regulatory concerns because tobacco products sold or distributed in the Philippines must comply with applicable packaging and health-warning requirements. Authorities will need to establish the specific circumstances of the alleged violation as the investigation proceeds.
While the operation has resulted in the seizure of a substantial volume of cigarettes and the arrest of two individuals, further investigation and the appropriate legal process will determine the final charges, the exact value of the confiscated products, and the accountability of those involved.
The latest seizure underscores the role of maritime police operations in monitoring coastal areas that may be used to transport or distribute questionable goods. Authorities are expected to continue documenting the evidence and coordinating with the relevant government agencies to determine the appropriate action under existing laws.
The two arrested individuals remain subject to the investigation, and any criminal liability must be established through the proper legal proceedings.
