Kidapawan City, North Cotabato – May 11, 2025 — Former Agriculture Secretary and gubernatorial candidate Manny Piñol has publicly appealed to Philippine National Police (PNP) Chief Rommel Marbil for the immediate relief of North Cotabato Provincial Director Col. Gilbert Tuzon, citing alleged political harassment and partisanship.

In a strongly worded statement released today, Piñol accused Col. Tuzon of orchestrating police choke points in Barangay Paco, Kidapawan City—his long-time residence. According to Piñol, two police patrol vehicles set up checkpoints on the small roads leading to his farmhouse early this morning, with officers reportedly inspecting vehicles entering and exiting the area.

“This is the first time in 32 years that policemen have set up choke points near my residence. It is clear harassment,” Piñol said, suggesting that the operations were politically motivated. He attributed the move to Col. Tuzon, whom he described as a close ally of the incumbent provincial governor—Piñol’s opponent in the upcoming elections.

The former Cabinet official further alleged that police units under Tuzon’s command have been seen escorting private vehicles that were reportedly distributing political campaign materials and funds in remote communities. He added that Tuzon had acted in ways that undermined the professionalism expected of police officers.

“In several instances, he acted like a valet and umbrella boy to the Provincial Governor, demeaning his rank,” Piñol stated, expressing concern over the impact on police morale. “This demoralizes upright and honest policemen who have no choice but to follow orders.”

Piñol’s appeal comes amid heightened political activity in North Cotabato as local candidates gear up for the 2025 midterm elections.

He ended his statement with a direct request to Gen. Marbil: “To preserve the honor and dignity of policemen in my province, I publicly request the immediate relief of Col. Tuzon.”

As of press time, the North Cotabato Police Provincial Office and Col. Tuzon have yet to respond to the allegations.
