Marawi City, April 4, 2025 — The Provincial Government of Lanao del Sur (PGLDS) completed today a three-day Training Workshop on Results-Based Monitoring and Evaluation (RBME), aimed at strengthening the province’s service delivery through improved monitoring of government programs and projects.

Held at the Social Hall of the Provincial Capitol, the training was facilitated by the Center for Global Best Practices (CGBP) and ran from April 2 to 4. Participants, led by the Monitoring and Evaluation (M&E) Focal Point of PGLDS, underwent a comprehensive orientation on results-based management tools and practices essential for assessing the performance of government initiatives.

Provincial Human Resource Management Officer Azrifa Mamutuk Alonto, in her opening remarks, highlighted the importance of the training in ensuring that all Programs, Projects, and Activities (PPAs) of the provincial offices are monitored and evaluated using key criteria such as design, relevance, outcomes, impact, and sustainability.

“This training is a guarantee that the PPAs we implement are not only delivered but evaluated with integrity, relevance, and focus on impact,” Alonto said.

The training was facilitated by CGBP Course Director and Master Trainer Dr. Alicia C. Manuel, who guided the sessions from project lifecycle and results chain to more technical discussions on stakeholder analysis, risk assessment, theory of change, logical framework, and monitoring and evaluation planning. The program also introduced participants to evaluation techniques, core humanitarian standards, and mechanisms for feedback and complaints.

Interactive workshops formed a core part of the training, with participants engaging in group activities, discussions, and problem-solving exercises to reinforce their learning. Dr. Manuel encouraged active participation, fostering peer learning and team collaboration to build a strong monitoring and evaluation culture within the provincial offices.

In her closing message, Provincial Planning and Development Coordinator Engr. Subaida Mala emphasized that the training serves as a guide and support mechanism in the effective implementation of the provincial government’s development agenda.

“This initiative reinforces our commitment to results-oriented governance and highlights the role of the Provincial Monitoring and Evaluation Committee in driving evidence-based decision-making across our programs,” Mala said.

The training is part of the province’s ongoing efforts to institutionalize results-based practices and improve the impact of local governance.
