Davao City, Philippines – The Mindanao Development Authority (MinDA) and the European Union (EU) have taken a significant step toward reshaping perceptions of Mindanao’s security landscape to attract more European investors and tourists to the region.

The agreement was solidified during the courtesy visit of EU Ambassador to the Philippines, H.E. Massimo Santoro, to MinDA Secretary Leo Tereso Magno on February 26, 2025. Their discussion centered on addressing misconceptions about Mindanao’s peace and order situation, which Santoro noted was a concern among EU member states.
“It is important to provide a clear and accurate picture of Mindanao. If there are security concerns, we must differentiate between general criminal activity and other forms of violence, such as pre-election incidents. Otherwise, we risk painting an unfair image of the region,” Santoro said.
Security Gains and Economic Opportunities
Secretary Magno assured the EU delegation that Mindanao’s security situation has improved dramatically in recent years, with almost all areas now considered insurgency-free. He noted that many former members of the Communist Terrorist Group (CTG) have surrendered and are being reintegrated into mainstream society.
“Mindanao today is not the same as it was several years ago. The government has worked tirelessly to improve security, and we are now at a stage where peace and order are at their best,” Magno stated.
To sustain these security gains, MinDA is developing a comprehensive reintegration program for former insurgents to ensure their full transition into productive members of society.
EU’s Commitment to Mindanao’s Growth
Ambassador Santoro emphasized the EU’s willingness to support Mindanao’s economic expansion, stressing that an accurate security outlook would enhance investor confidence.
“By properly communicating the real security situation, EU member states will gain a better understanding of Mindanao and be more confident in exploring investment opportunities here,” he said.
Magno assured the EU of MinDA’s commitment to fostering stronger economic partnerships and attracting international investors.
“President Ferdinand Marcos Jr. has repeatedly stressed the need to develop Mindanao by opening it to more investors. He has specifically instructed me to help make this happen,” Magno affirmed.
Moving Forward: A Collaborative Approach
As part of their collaboration, MinDA and the EU agreed to conduct a security briefing to provide potential European investors with an updated and accurate assessment of Mindanao’s peace and order situation. The briefing aims to address security concerns, correct misconceptions, and highlight the government’s efforts to ensure stability.
Furthermore, Magno assured that MinDA would maintain close coordination with the EU to strengthen economic ties and investment opportunities in Mindanao.
The renewed partnership between MinDA and the EU marks a crucial step in Mindanao’s journey toward economic growth and international recognition. With enhanced security and a commitment to transparency, Mindanao is poised to become a prime destination for foreign investment and tourism.
