Davao City – The Joint Regional Task Force to End Local Communist Armed Conflict (JRTF-ELCAC) Region XI is accelerating efforts to reintegrate former rebels, following President Ferdinand ‘Bongbong’ Marcos Jr.’s directive for the swift implementation of amnesty programs. This initiative was the focal point of the First Quarter Full Council Meeting held on March 27, 2025, at the Mindanao Development Authority (MinDA) office in Davao City.
MinDA Chairperson and Cabinet Officer for Regional Development and Security (CORDS) for Region XI, Secretary Leo Tereso Magno, presided over the meeting, reaffirming the region’s strong commitment to security, stability, and national reconciliation. He emphasized that the amnesty program plays a crucial role in fostering peace and successfully reintegrating former insurgents into mainstream society.
“The National Amnesty Commission ensures a fair and efficient reintegration process. The commitment of the Local Amnesty Board in addressing pending applications reflects our dedication to achieving a just and expedited path to peace,” Magno stated.
He also commended law enforcement agencies for their continued efforts in maintaining peace and stability, which have led to an increasing number of rebel surrenders. Magno highlighted that the Davao Region remains insurgency-free, attributing this achievement to the resilience of communities and the effectiveness of collaborative peace efforts.
To expedite the amnesty process, the Local Amnesty Board – Davao City has pledged to conduct two conferences per month to accelerate the processing of applications. The board aims to review and submit 120 applications to the National Amnesty Commission by the end of the second quarter, ensuring a structured and efficient reintegration process.
Government reintegration initiatives continue to gain traction, reinforcing peace efforts in the Davao Region. The Enhanced Comprehensive Local Integration Program (E-CLIP) remains instrumental in this transition, offering financial and livelihood assistance to former insurgents to help them reintegrate into civilian life. Various government agencies and local government units (LGUs) actively support these efforts under the Whole-of-Nation Approach to ending insurgency.
Since President Marcos declared the Davao Region insurgency-free in October 2022, armed insurgent activities have significantly declined, with only a minimal number of combatants remaining.
“As we move forward, let us reaffirm our commitment to unity and peace-building. Our progress demonstrates the power of collaboration, and through sustained efforts, we can build a more peaceful and better Mindanao,” Secretary Magno concluded.
The acceleration of the amnesty process marks a significant milestone in addressing historical grievances and fostering lasting peace. The administration remains steadfast in its mission to promote national healing, unity, and security across the country.
