Manila, Philippines – The Marcos administration reaffirmed its dedication to advancing the nation’s peace processes, with Presidential Adviser on Peace, Reconciliation, and Unity, Secretary Carlito G. Galvez, Jr., emphasizing the government’s continued efforts during the Kapihan sa Manila Bay forum on December 11.

“Long-lasting peace and inclusive development are at the heart of the government’s policy agenda. With the president’s strong support, we hope to achieve even more milestones in the coming year,” Galvez said.

He highlighted the accomplishments of the Office of the Presidential Adviser on Peace, Reconciliation, and Unity (OPAPRU) in 2024, describing it as another banner year for the agency. These achievements reflect the administration’s commitment to fostering peace and stability in conflict-affected areas.

Landmark Accomplishments in 2024

Galvez underscored the following key milestones in the peace process:

  • 10th Anniversary of the Comprehensive Agreement on the Bangsamoro (CAB): A symposium commemorated the signing of this landmark agreement, which has significantly contributed to peace and development in the Bangsamoro region.
  • Small Arms and Light Weapons Management (SALW) Program: Around 2,000 loose firearms were collected, improving peace and order as the Bangsamoro prepares for its 2025 parliamentary elections.
  • Transformation Programs for Former Combatants: Programs for the Moro National Liberation Front (MNLF) and the KAPATIRAN group progressed, with 90% of government commitments fulfilled.
  • Localized Peace Engagements (LPE): Efforts have empowered 34 out of 51 provinces to craft tailored transformation plans for former rebels.
  • PAMANA Projects: Over ₱5 billion was allocated for high-impact community projects, such as the rehabilitation of the Limot-Candiis-Davao de Oro boundary road.

Strengthening the Role of Women in Peacebuilding

In a significant step toward inclusivity, the Philippines hosted its first International Conference on Women, Peace, and Security (ICWPS). The conference spotlighted the nation’s National Action Plan on Women, Peace, and Security (NAPWPS) and concluded with the adoption of the Pasay Declaration. A partnership with the U.S. State Department will also establish a Women, Peace, and Security Center of Excellence in the Philippines.

Looking Ahead to 2025

Galvez expressed optimism about the coming year, citing the ongoing preparations for the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) elections and plans to institutionalize peace policies through the proposed Department of Peace. Additionally, efforts to localize the NAPWPS are set to expand.

“The OPAPRU aims to achieve more ambitious targets in 2025. We expect the coming year to be filled with challenges, but our agency is ready to face these trials head-on as we continue to deliver on our promises,” Galvez said.

The Marcos administration’s unwavering support for peace processes reflects its vision for a harmonious, inclusive, and progressive Philippines.
