Davao Oriental, December 17, 2024 – In a groundbreaking achievement, 25 former rebels, referred to as “Friends Rescued,” have successfully completed Basic Literacy, Elementary, and Secondary education programs after over two months of rigorous schooling. This milestone was achieved through the collaboration of the Provincial Social Welfare and Development Office (PSWDO)-Happy Home, the Department of Education’s (DepEd) Alternative Learning System (ALS) in Mati City, the Enhanced Comprehensive Local Integration Program (ECLIP) of the Department of the Interior and Local Government (DILG), and the Technical Education and Skills Development Authority (TESDA).
The graduation ceremony was held in Sitio Magay, Don Martin Marundan, Mati City, where seven graduates completed the Basic Literacy Program (BLP), eight finished the Elementary Level, and ten successfully earned their Secondary Level certifications.
Governor’s Message of Gratitude and Encouragement
Governor Niño Uy extended heartfelt congratulations to the graduates, commending their determination and courage to pursue education despite the challenges they faced. He also expressed gratitude to the government agencies and partners for their unwavering support in reintegrating former rebels into society. The governor emphasized the importance of providing access to education, livelihood training, and other interventions that help rebuild lives and foster lasting peace in the province.
Financial Support for Graduates
During the ceremony, the graduates received financial assistance to support their reintegration and livelihood endeavors:
- Php 65,000.00 each under the ECLIP program, to be released in the coming year by the DILG and the Provincial Government.
- Php 2,880.00 from TESDA as seed capital, alongside National Certificate II in Bread and Pastry Production.
- Php 50,000.00 distributed by Governor Uy for additional livelihood support.
Empowering Lives Through Education and Skills
Graduates expressed their gratitude for the programs that not only taught them basic literacy and numeracy but also equipped them with computer skills and vocational training. Many shared that their newfound knowledge will enable them to better support their families and contribute positively to their communities. Additionally, they are now registered under social services such as PhilHealth and SSS, thanks to the initiatives spearheaded by PSWDO-Happy Home.
11 Years of Transformative Efforts
The Happy Home program, now in its 11th year, continues to illuminate paths for former rebels through holistic reintegration efforts. Launched in 2013 under former Governor Corazon N. Malanyaon and sustained under Governor Uy’s leadership, the program symbolizes Davao Oriental’s commitment to peace and progress.
The ceremony was graced by key stakeholders, including PSWDO Head Juvy Bonita, DILG Provincial Director Orle Cabaobao, DepEd Mati Schools Division Superintendent Winnie Batoon, 701st Brigade Commander Allan Jose Taguba, ALS Education Program Specialist Jonathan Gallardo, and Supervising TESD Specialist Juhoney Bacatan.
