Marawi City, Lanao del Sur — In a poignant ceremony held today at the Capitol Executive Conference Room, the Sangguniang Panlalawigan formally handed over the Ordinance on the Solo Parents Welfare Act, marking a significant milestone for solo parents and guardians in the province.
The event brought together Capitol employees who are solo parents, civil society representatives, and local government officials to celebrate the passage of the ordinance, a localized version of the Expanded Solo Parent Welfare Act of 2022 (RA 11861).
Acknowledging Advocacy and Dedication
Provincial Information Officer Salma Jayne Tamano set the tone for the event with an opening address that highlighted the unwavering efforts of advocates behind the ordinance. “This ordinance is a testament to the collective dedication of individuals who believe in uplifting the lives of solo parents,” Tamano stated. She extended her gratitude to all contributors, particularly those who championed the measure in the legislative council.
Board Member Ansari “Ringo” Gandamra, who volunteered to sponsor the ordinance, emphasized its far-reaching impact during his speech. “This act reflects our commitment to addressing the challenges faced by solo parents, ensuring they are supported as vital members of our community,” he said.
Ceremonial Turnover and Messages of Hope
In a symbolic handover, Board Member Gandamra presented the ordinance to the solo parent attendees, with Vice Governor Mohammad Khalid “Mujam” Raki-in Adiong witnessing the event.
Vice Governor Adiong delivered an inspiring keynote address, outlining the ordinance’s benefits, including financial assistance, health services, and livelihood programs. He commended the collaborative efforts of the Sangguniang Panlalawigan, the Provincial Government of Lanao del Sur, and civil society groups in securing the ordinance’s approval.
GAD Focal Person Alliah Kibad Lucman also assured attendees of the Provincial Gender and Development Office’s commitment to implementing programs tailored to meet the needs of solo parents.
The emotional highlight of the event came as solo parents shared personal stories of resilience and challenges. Many expressed their gratitude for the new ordinance, which they believe will bring meaningful change to their lives.
Support from Civil Society
Representatives from civil society, including Maradeca and DXSO Radyo Pilipinas Marawi Manager Baelabi Shora Abdullah, delivered messages of empowerment. Abdullah encouraged solo parents to take pride in their dual roles as caregivers and providers.

The event concluded with closing remarks from Johanessa Lucman, the Focal Person of the Technical Working Group on the Localization of the Expanded Solo Parent Welfare Act of 2022.
Adding a touch of warmth, Vice Governor Adiong and Board Member Gandamra distributed roses to the solo parents, symbolizing appreciation for their strength and contributions. The ceremony, hosted by Akhzanuniza “Honey” Alonto, reflected the collective spirit of the province in championing inclusivity and welfare.
This initiative, spearheaded by advocacy group Bayi, Inc., underscores the importance of localized efforts in addressing national policies, ensuring that grassroots communities directly benefit from laws designed to uplift marginalized sectors.
