La Paz, Agusan del Sur – In a significant step toward peace-building and community resilience, the Department of Labor and Employment-Agusan del Sur Field Office (DOLE-ADSFO), alongside the Local Government Unit (LGU) of La Paz, awarded PHP 3 million in livelihood grants to two local farmers’ associations on October 30, 2024. This event, held in the municipality of La Paz, was a testament to the collaborative efforts of local and national entities working to create economic opportunities and rebuild communities affected by decades of conflict.
The funding, directed toward the Mahanub Farmers Association and Peace Comota Farmers Association, aims to establish sustainable agrivet (agriculture and veterinary) supply businesses for these groups. Both associations are made up of individuals who were once involved in armed conflict but have since chosen to reintegrate into society as ‘friends rescued’ under the government’s Enhanced Comprehensive Local Integration Program (ECLIP). This livelihood initiative underscores a commitment to providing former rebels with practical means to rebuild their lives through agriculture, ultimately strengthening food security and economic stability in the area.
A Symbol of Change
The turnover ceremony was attended by key local figures, including La Paz Municipal Mayor Michael D. Lim, members of the Sangguniang Bayan of La Paz, Provincial PESO Manager Divina P. Lagumbay, and personnel from DOLE Agusan del Sur. During the event, supplies and materials for agrivet enterprises were formally handed over to the associations, symbolizing a new chapter of peace and self-sufficiency for former rebels.
Reflecting on the journey toward peace in La Paz, Mayor Lim remarked, “In the past, we feared entering Barangay Lydia due to conflict and security concerns, but now, thanks to the efforts of the government, this place is not only peaceful but full of livelihood opportunities that enhance our quality of life.”
From Conflict to Community Builders
The two associations, each receiving PHP 1.5 million, now have the resources to launch agrivet supply businesses in their communities. This grant provides essential equipment and supplies, allowing the farmers to increase agricultural productivity and support their families. By empowering former rebels with livelihoods, DOLE and the LGU of La Paz hope to break the cycle of poverty and conflict that has long plagued the region.
James A. Morgadez, one of the association members, expressed deep gratitude: “We are grateful because the government never forgot us. As those who have returned and chosen to trust in the government, we are not disappointed. They have worked together to ensure we receive help and reach the dreams we hoped for.”
A Framework for Sustainable Peace
The support extended to these former rebels is part of DOLE’s broader collaboration with the Philippine National Police (PNP) and the Armed Forces of the Philippines (AFP) under the DOLE-PNP-AFP Memorandum of Understanding. Through these partnerships, government agencies are committed to helping former rebels transition to productive, law-abiding citizens, fostering community cohesion and economic resilience.
This grant is more than an economic boost; it is a symbol of a sustained commitment to peace, offering individuals who once held arms a new chance to contribute positively to society. As La Paz and its communities move forward, initiatives like these serve as a model of how peace and opportunity can flourish hand in hand, building a brighter future for generations to come.
