Cotabato City, October 30, 2024 — In anticipation of the holiday rush, Inter-Agency Teams led by the Philippine Drug Enforcement Agency in the Bangsamoro Autonomous Region in Muslim Mindanao (PDEA BARMM) conducted a surprise mandatory drug testing for drivers and conductors in Cotabato City. Dubbed OPLAN HARABAS “UNDASPOT,” the initiative, which took place on October 30, was aimed at ensuring the safety of the commuting public during All Saints’ and All Souls’ Day celebrations.
The operation, conducted across key public transport terminals in the city, involved the participation of multiple agencies, including the Land Transportation Office (LTO), the Land Transportation Franchising and Regulatory Board (LTFRB), the Cotabato City Police Office, the Regional Highway Patrol Unit-BAR, the City Public Order and Safety Office, and the city government. The agencies coordinated to screen drivers and conductors at major terminals such as Mindanao Star Bus Terminal, Husky Bus Terminal, Kutoco Van Terminal, A to Z Van Terminal, and Bangsamoro Van Terminal.
Under the supervision of PDEA BARMM Director Gil Cesario P. Castro, the campaign underscores the agency’s commitment to safeguarding public transportation in line with national drug enforcement policies. In total, 98 drivers and conductors were tested, with all returning negative results for dangerous drugs. This accomplishment highlights the effectiveness of PDEA’s initiatives and reflects the compliance and cooperation of public transport operators and staff in Cotabato City.
Alongside drug testing, the operation included sweeping of all public utility vehicles (PUVs) and buses by Narcotic Detection Dogs (NDD) from PDEA BARMM’s K9 Unit, adding an extra layer of assurance for travelers.
OPLAN HARABAS is carried out in accordance with Republic Act 9165, the Comprehensive Dangerous Drugs Act of 2002, and Republic Act No. 10586, the “Anti-Drunk and Drugged Driving Act of 2013,” as well as Dangerous Drugs Board Regulation No. 2 Series of 2004. The proactive stance of the inter-agency team is a reminder of the government’s dedication to promoting a drug-free public transport system for BARMM, especially during high-travel periods like the UNDAS holiday.
