JOLO, Sulu – The 11th Infantry “Alakdan” Division, in partnership with the International Committee of the Red Cross (ICRC), successfully held a two-day International Humanitarian Law (IHL) Seminar on April 2–3, 2025, at the Division Headquarters in Barangay Bus-Bus, Jolo, Sulu.

The seminar was attended by senior officers from the 11ID, including deputy brigade commanders, battalion commanders, and senior officers from the Sulu Provincial Police Office. The event focused on the fundamental principles of IHL, covering topics such as the legal framework in armed conflict, civilian protection, and the ethical responsibilities of military personnel.

ICRC experts led discussions on the organization’s engagement with armed groups, its humanitarian activities in conflict-affected areas, and case studies involving medical evacuations and internal security operations.

Participants also examined military decision-making processes in the context of IHL, the role of Operational Legal Advisors in the Philippine Army, and the proper application of rules of engagement and lawful use of force. A group exercise was also conducted, where attendees worked together to draft operational guidelines in line with IHL standards.

Mr. Michele Asiri, an ICRC resource speaker, expressed appreciation for the active participation and dedication of the delegates, noting their commitment to understanding and applying IHL in military operations.

Major General Leonardo I. Peña, Commander of the 11ID and Joint Task Force Orion, emphasized the seminar’s importance in strengthening the military’s commitment to ethical and legal standards. He highlighted how adherence to IHL has contributed to the military’s success in Sulu by fostering more humane interactions with the local population.

The Alakdan Division remains steadfast in its commitment to upholding the highest standards of professionalism, discipline, and humanitarian responsibility by continuously enhancing its knowledge and practice of International Humanitarian Law in all its operations.
