Two commanders of the Moro Islamic Liberation Front (MILF), Abubakar Guiaman and Mohammad Ali Tambako, have been sentenced to prison for their involvement in the 2015 Mamasapano massacre that claimed the lives of 44 elite police officers from the Special Action Force (SAF). The Taguig City Regional Trial Court Branch 153 handed down the verdict on Monday, December 16, 2024, convicting the two on homicide charges.
The court sentenced Guiaman and Tambako to a minimum of 14 years in prison, citing their roles in the bloodshed that shocked the nation and strained peace negotiations between the Philippine government and the MILF. Initially charged with multiple murder and direct assault with murder, the charges were later downgraded to homicide.
The Tragic Operation
The massacre occurred on January 25, 2015, in Barangay Tukanalipao, Mamasapano, Maguindanao del Sur, during a high-stakes police operation targeting Indonesian terrorist Zulkifli bin Hir, also known as “Marwan.” SAF operatives successfully neutralized Marwan in his hideout in Barangay Pidsandawan. However, as they were withdrawing with his remains, the team was ambushed by MILF fighters and members of the Bangsamoro Islamic Freedom Fighters (BIFF).
The operation, dubbed “Oplan Exodus,” resulted in the deaths of 44 SAF troopers, 18 MILF fighters, and several civilians. The SAF fatalities, known as the “Fallen 44,” became a rallying cry for justice and accountability, leading to widespread outrage and scrutiny of the government’s handling of the incident.
Impact on Peace Talks
The Mamasapano massacre nearly derailed the ongoing peace process between the MILF and the Philippine government. At the time, the two parties were negotiating the Bangsamoro Basic Law (BBL), a landmark agreement aimed at establishing greater autonomy for the Bangsamoro region. The incident raised questions about MILF’s sincerity in the peace talks and triggered debates on the operational coordination between government forces and the MILF.
Justice After Nearly a Decade
The verdict against Guiaman and Tambako is seen as a partial closure to the tragic event. Families of the Fallen 44 expressed mixed emotions, with some seeing it as a step toward justice while others continue to call for broader accountability. The decision to lower the charges to homicide has also sparked discussions about the legal intricacies of the case and the challenge of prosecuting such incidents involving armed groups.
Legacy of the Mamasapano Encounter
The Mamasapano tragedy remains a pivotal moment in Philippine history. It underscored the complexities of counter-terrorism operations in conflict-affected regions and highlighted the fragility of peace initiatives in Mindanao. Despite the challenges, the peace process has made significant strides, culminating in the establishment of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) in 2019.
As the nation reflects on the aftermath of the massacre, the conviction of Guiaman and Tambako serves as a reminder of the sacrifices made by the SAF troopers and the importance of pursuing justice, even in the face of adversity.
