The Department of Environment and Natural Resources (DENR) Region 12, through its Community Environment and Natural Resources Office (CENRO) in Matalam, has strengthened its collaboration with stakeholders by signing a Partnership Agreement with the 10th Field Artillery (Rolling Thunder) Battalion of the Philippine Army. The agreement, formalized on December 17, 2024, underscores a joint commitment to advancing re-greening efforts and other environmental initiatives.

Under this partnership, the 10th Field Artillery Battalion will actively participate in tree planting and other environmental activities in military camps and surrounding communities. The battalion has pledged to contribute personnel, transportation, and logistical support, particularly for the Enhanced National Greening Program (ENGP). Additionally, the battalion’s personnel will undergo training on environmental sustainability and conservation, aligning with the Environmental Governance Program’s goals.

CENRO Matalam, in turn, will supply seedlings, planting materials, and technical guidance for tree-planting initiatives organized by the battalion. The office will also conduct seminars, workshops, and awareness campaigns tailored to enhance the battalion’s capacity for environmental stewardship. These educational efforts will focus on best practices and innovative methods for conservation and sustainability.

This partnership aligns with Section 3 of Executive Order No. 37 on the National Security Policy for 2023-2028, which mandates the involvement of all sectors of society in addressing national security challenges. The policy emphasizes a whole-of-nation approach, leveraging the specific roles and expertise of various agencies and organizations to achieve comprehensive solutions.

The Partnership Agreement was signed by Lieutenant Colonel Mark C. Espiritu, ART (GSC) PA, Commanding Officer of the 10th Field Artillery Battalion, and Forester Abdulnagib T. Ringia, CENR Officer of Matalam. “This collaboration is a testament to our shared commitment to environmental sustainability and the holistic development of our communities,” said Forester Ringia during the signing ceremony.

With this partnership, both organizations aim to reinforce environmental conservation efforts while fostering a culture of sustainability within military and civilian sectors alike. It also serves as a model for inter-agency cooperation in addressing both environmental and national security priorities.
