DUMALINAO, Zamboanga del Sur — Police arrested a 38-year-old man and confiscated 101 master cases of suspected smuggled cigarettes with an estimated market value of ₱5,787,300 during an intelligence-driven anti-smuggling operation in Barangay Rebokon, Dumalinao, early Wednesday, November 4, 2026.

The operation was conducted at around 1:25 a.m. in Sitio Baroy by a joint team composed of personnel from the Regional Intelligence Division 9, 902nd Maneuver Company of the Regional Mobile Force Battalion 9, Dumalinao Municipal Police Station, and the Provincial Intelligence Unit of the Zamboanga del Sur Police Provincial Office.
Authorities identified the arrested individual as Romnick S. Fuentes, 38, a resident of Buug, Zamboanga Sibugay. He was apprehended after police discovered 101 master cases of cigarettes bearing the PLATINUM brand, which authorities suspected were illegally distributed due to the absence of Bureau of Internal Revenue (BIR) tax stamps and required graphic health warnings.
The confiscated cigarettes were valued at approximately ₱5.78 million, representing a significant seizure in the government’s continuing campaign against the illegal tobacco trade.
The absence of BIR tax stamps raises questions about the payment of applicable excise taxes, while the lack of mandated graphic health warnings may also constitute a violation of existing tobacco regulations. However, the final determination of the products’ legal status and the corresponding violations will depend on the findings of the appropriate authorities.
Fuentes and the seized cigarette products were brought to and placed under the custody of the Dumalinao Municipal Police Station for documentation, investigation, and proper disposition.
The operation forms part of the Philippine National Police’s continuing implementation of intelligence-driven and coordinated law enforcement initiatives under its Enhanced Managing Police Operations (EMPO), a component of the PNP Focused Agenda.
Authorities said the campaign seeks to prevent the entry and distribution of illicit goods through coordinated operations involving police units, government agencies, and local communities.
The seizure highlights the continuing challenge posed by cigarette smuggling, which deprives the government of potential tax revenues and undermines legitimate businesses that comply with taxation and regulatory requirements.
Police reiterated their commitment to pursuing anti-smuggling operations while ensuring that enforcement procedures respect due process and the rights of individuals involved.
