In a landmark step to protect its forest resources, the Municipality of Las Nieves, Agusan del Norte, formalized the establishment of a Composite Checkpoint at Barangay Bocbocon on November 27, 2024. The Memorandum of Agreement (MOA) signing, held at the Municipal Hall, brings together government agencies, law enforcement, the military, and the Indigenous Peoples (IP) community to reinforce forest protection efforts, particularly within the ancestral domain of Certificate of Ancestral Domain Title (CADT) 118.

The MOA signifies the unified commitment of key stakeholders, including the Department of Environment and Natural Resources (DENR)-Caraga, the Philippine National Police (PNP) Las Nieves Municipal Police Station, the 23rd Infantry “Masigasig” Battalion of the Philippine Army, the Local Government Unit (LGU) of Las Nieves, and representatives of the IP community.

Representing the stakeholders at the signing ceremony were OIC-Regional Executive Director Maritess M. Ocampo for DENR-Caraga, Hon. Mayor Karen S. Rosales for LGU-Las Nieves, PCPT Charlon Montero for PNP-Las Nieves, LTC Chris C. Baloran, Battalion Commander of the 23rd Infantry Battalion, and Tribal Chieftain Datu Ronald Manhumusay for CADT 118. The agreement was witnessed by PENR Officer Joseph Leo E. Oconer of DENR-PENRO Agusan del Norte and Erma B. Abao, Municipal Assessor and MENRO-designate of Las Nieves.

Strengthening Forest Protection

The newly established Composite Checkpoint in Barangay Bocbocon is a strategic initiative designed to curb illegal logging, poaching, and other environmental threats in the area. As a vital entry and monitoring point, it will ensure stricter enforcement of environmental laws and regulations, safeguarding the forests that form part of CADT 118’s ancestral lands.

“This agreement reflects our shared responsibility to protect and sustainably manage our natural resources,” said Mayor Karen S. Rosales. “By uniting different sectors, we can effectively address the challenges of environmental protection.”

The ancestral domain under CADT 118, home to rich biodiversity and the heritage of the Indigenous Peoples, is particularly vulnerable to destructive activities. The collaborative effort aims to preserve this critical ecosystem for future generations while respecting the cultural significance of the land for the IP community.

Multi-Sectoral Commitment

The initiative highlights the value of multi-sectoral cooperation in addressing environmental concerns. Each stakeholder has committed to actively fulfilling their roles in the agreement:

  • DENR-Caraga will oversee the implementation of environmental protection measures and provide technical support.
  • PNP-Las Nieves and the 23rd Infantry Battalion will ensure security and law enforcement at the checkpoint.
  • LGU-Las Nieves will allocate resources and facilitate coordination among the parties.
  • The IP community, represented by Tribal Chieftain Datu Ronald Manhumusay, will share indigenous knowledge and assist in safeguarding their ancestral lands.
