Authorities intensified counterinsurgency operations in Caraga after government forces recovered an arms cache believed to belong to communist insurgents and facilitated the voluntary surrender of a listed member of the Communist Terrorist Group (CTG) in separate operations in Agusan del Sur and Agusan del Norte.



The operations, conducted with support from the Philippine National Police and partner units, underscore ongoing efforts to weaken insurgent networks and maintain peace and security in northeastern Mindanao.
In one operation, joint police units carried out a counterinsurgency mission in Barangay Sta. Cruz, Rosario, which resulted in the discovery and recovery of an arms cache attributed to the CTG. Recovered from the site were two hand grenades, one improvised explosive device (IED), about 30 meters of detonating wire, and five magazines for caliber 7.62mm firearms.
The recovered explosives and related materials were turned over to the Provincial Explosive Ordnance Disposal and Canine Unit (PECU) of the Agusan del Sur Police Provincial Office for proper documentation, handling, and disposal. Authorities said the recovery prevented the possible use of the explosives in future attacks that could endanger communities and security forces.
Meanwhile, another joint counterinsurgency effort led to the voluntary surrender of a PSR-listed CTG member identified only by the alias “Victor” in Barangay 9, Cabadbaran City. The individual was previously affiliated with the dismantled Sandatahang Yunit Propaganda 21C under the weakened Guerilla Front 21 of the North Eastern Mindanao Regional Committee.
Upon surrendering, the former rebel handed over a caliber .357 revolver along with two rounds of ammunition. Authorities said he is currently undergoing documentation and processing for possible enrollment in the government’s Enhanced Comprehensive Local Integration Program (E-CLIP), which aims to assist former insurgents in reintegrating into mainstream society through livelihood support, financial aid, and other interventions.
Police officials said the recovery of the arms cache and the successful surrender reflect sustained government efforts to dismantle insurgent capabilities, reduce armed threats, and encourage members of armed groups to return to the folds of the law.
Security forces continue to conduct coordinated operations and community engagement initiatives across the region as part of broader efforts to ensure public safety and long-term stability in conflict-affected areas.
