City of Mati, Davao Oriental – July 1, 2025 — In a rousing speech filled with vision and resolve, Governor Nelson L. Dayanghirang unveiled his Ten-Point Development Agenda aimed at building a more inclusive, resilient, and prosperous Davao Oriental during the province’s 58th Founding Anniversary celebration at the Provincial Capitol Covered Court.

The comprehensive agenda, which Gov. Dayanghirang described as a strategic roadmap for every Oryental Dabawenyo’s pursuit of a better quality of life, calls for active citizen participation and emphasizes people-centered governance.

Tourism at the Forefront

Leading the development plan is the promotion of tourism as a major driver of local economic growth. Highlighting the province’s world-class natural attractions—beaches, mountains, lakes, and waterfalls—Gov. Dayanghirang announced the nearing completion of the Provincial Tourism Complex in Barangay Don Martin Marundan, City of Mati. The complex includes a convention center, villas, dormitories, souvenir shops, and sports facilities to address the increasing demand for accommodations and events venues.

Strengthening the Agricultural Backbone

With the province holding the largest land area in the Davao Region and the longest coastline in Mindanao, agriculture remains vital. The governor called for increased investment in irrigation, enhancement of agro-fisheries policies, and improved transport systems for farmers to deliver their goods efficiently.

Transportation Upgrades Underway

Gov. Dayanghirang emphasized the importance of transportation infrastructure, particularly the ongoing rehabilitation of Mati Airport. With the support of Senator JV Ejercito and Congressman Cheeno Miguel Almario, upgrades include a new terminal, hangars, and runway improvements. Once completed, the airport is expected to boost tourism and trade significantly.

Ensuring Access to Potable Water

The governor declared that access to potable water is a basic human right. He urged stakeholders to invest in water systems, watershed preservation, and source development, especially in underserved areas. “Every household, no matter how remote, must have access to safe and reliable water,” he stressed.

Stable and Sustainable Energy

Addressing recurring power issues, Gov. Dayanghirang vowed to prioritize electrification. His administration plans to work closely with electric cooperatives and national agencies to improve power reliability, explore renewable energy, and reduce frequent brownouts affecting homes, schools, and businesses.

Infrastructure for Long-Term Growth

High-impact infrastructure projects such as roads, bridges, and connectivity systems will resume to stimulate long-term growth. The Davao Oriental Provincial Sports Complex will also be completed to inspire youth in sports, and the provincial government will revive its mass housing program for informal settlers, IPs, and government employees.

Prioritizing Health and Well-Being

Health services remain a top priority. The governor pledged upgrades for the four district hospitals and the Davao Oriental Provincial Medical Center (DOPMC), including the implementation of a “Zero Payment Scheme.” This will be integrated with Malasakit Centers, inspired by the efforts of Senator Christopher Lawrence “Bong” Go, a native of Lupon.

Education as a Long-Term Investment

Calling education a “social equalizer,” Gov. Dayanghirang plans to build more learning spaces in remote barangays and provide financial and learning support for underprivileged students. “These efforts will close the access gap and give every child a chance to succeed,” he said.

Disaster Preparedness and Resilience

With increasing climate risks, the governor committed to building resilient communities. Plans include the upgrade of early warning systems, intensified public education campaigns, barangay-level responder training, and multi-hazard drills.

Protection of Natural Resources

Emphasizing environmental preservation, Gov. Dayanghirang said the province’s natural wealth must be protected. He pledged stricter regulation of mining activities by reviewing the Environmental Protection and Enhancement Program (EPEP) and Social Development and Management Program (SDMP), while ensuring that LGU consultations are part of all resource-related decisions.

Sustaining Peace and Unity

While not formally part of the ten points, peace and order remain the bedrock of all progress, Gov. Dayanghirang said. He credited his previous administration’s success in freeing Davao Oriental from insurgency and called on all sectors to help sustain this achievement.

Call for Solidarity

In closing, the governor urged all Oryental Dabawenyos to set aside political differences and work together for a common goal. “Through unity and action, we can achieve a Davao Oriental that is peaceful, progressive, and worthy of our pride,” he said.

Gov. Dayanghirang’s speech marked not just the celebration of Davao Oriental’s past achievements, but a renewed commitment to building a future that is inclusive, sustainable, and united.
