DAVAO REGION – The Police Regional Office 11 (PRO 11) intensified its relentless campaign against illegal drugs after arresting two Regional Top Priority Illegal Drug Personalities in separate buy-bust operations conducted in Davao Oriental and Davao de Oro on Friday, July 17, 2026.

The twin anti-drug operations resulted in the confiscation of suspected shabu with a combined Standard Drug Price (SDP) of ₱748,000, along with two illegally possessed firearms, ammunition, drug paraphernalia, marked money, cash proceeds, and other pieces of evidence.
According to PRO 11, the operations were carried out through intelligence-driven police work aimed at dismantling illegal drug networks operating in the Davao Region.
Regional Top Drug Personality Arrested in Davao Oriental
The first operation was conducted in Purok Baganga, Barangay Corporacion, Lupon, Davao Oriental, where operatives of the Regional Police Drug Enforcement Unit 11 (RPDEU 11), in coordination with the Lupon Municipal Police Station, Provincial Intelligence Unit of the Davao Oriental Police Provincial Office (PIU-DOPPO), and the Philippine Drug Enforcement Agency (PDEA) Region XI, successfully arrested a suspect identified only by the alias “Romy.”
Authorities identified the suspect as one of the region’s Top Priority Illegal Drug Personalities.
Recovered from the suspect were approximately ₱510,000 worth of suspected shabu, a caliber .38 revolver loaded with six live rounds of ammunition, drug paraphernalia, marked buy-bust money, cash believed to be proceeds from illegal drug transactions, and other evidentiary materials.
Police said the suspect will face charges for violations of Sections 5 (Sale of Dangerous Drugs), 11 (Possession of Dangerous Drugs), and 12 (Possession of Drug Paraphernalia) of Republic Act No. 9165 or the Comprehensive Dangerous Drugs Act of 2002, in relation to Republic Act No. 10591 or the Comprehensive Firearms and Ammunition Regulation Act.
Another Top Drug Personality Falls in Davao de Oro
In a separate buy-bust operation conducted in Purok Makugihon Mendoza, Barangay Kingking, Pantukan, Davao de Oro, RPDEU 11 personnel, together with the Pantukan Municipal Police Station, arrested another Regional Top Priority Illegal Drug Personality identified by the alias “Ron.”
Authorities confiscated suspected shabu with an estimated Standard Drug Price of ₱238,000, a caliber .45 pistol loaded with three live rounds of ammunition, buy-bust money, cash, a cellular phone, drug paraphernalia, and other evidence believed to be linked to illegal drug activities.
The suspect is likewise facing charges for violations of Republic Act No. 9165 and Republic Act No. 10591, with the filing of cases through inquest proceedings now underway.
PRO 11: Intelligence-Driven Operations Continue
Police Brigadier General Leon Victor Z. Rosete, Regional Director of PRO 11, commended the operating teams for the successful conduct of both operations, emphasizing that intelligence-driven enforcement remains one of the police force’s strongest weapons in dismantling organized illegal drug activities.
“The arrest of these Regional Top Priority Illegal Drug Personalities reflects the unwavering commitment of PRO 11 to sustain aggressive and intelligence-driven anti-illegal drug operations. We will continue to work closely with our partner law enforcement agencies to ensure that those who threaten the peace and security of our communities are brought to justice,” Rosete said.
He added that the successful operations support the Focused Agenda of PNP Chief, Police General Jose Melencio C. Nartatez Jr., particularly under the Enhanced Managing Police Operations program, which prioritizes intensified operations against high-value drug personalities and other criminal elements.
Rosete assured the public that PRO 11 remains committed to delivering “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat, at Nararamdaman,” through sustained law enforcement efforts aimed at making communities across the Davao Region safer, more secure, and free from the influence of illegal drugs and loose firearms.
The latest operations underscore the continuing crackdown of law enforcement authorities against high-value drug suspects, reinforcing the government’s campaign to dismantle illegal drug syndicates while preventing the proliferation of unlicensed firearms that often accompany criminal activities.
