ESPERANZA, Sultan Kudarat — The Local Government Unit of Esperanza has moved swiftly to resolve a public market dispute that recently went viral online, assuring the community that the matter has been amicably settled while calling for restraint and respect amid the intense public attention generated by the incident.

The controversy stemmed from a viral social media post concerning the treatment of Market Day vendors at the Esperanza Public Market, particularly farmers and small-scale sellers who travel to the municipality on designated market days to sell their agricultural products.

The initial post raised concerns over an alleged directive for vendors to clear their selling areas by 5:00 p.m., a time that some vendors said could be disadvantageous because many customers only arrive after work, particularly between 5:00 p.m. and 6:00 p.m.

According to the post, Market Day vendors are not permanent occupants of regular public market stalls. Many are farmers who bring their harvest to Esperanza only on designated market days in the hope of selling their produce and recovering the money they invested in production and transportation.

The concern was that an early closing or clearing period could leave farmers with unsold vegetables and other agricultural products, potentially resulting in financial losses.

The post also alleged that some vendors felt they were treated harshly or disrespectfully while being instructed to vacate their selling areas.

The issue quickly gained traction online, prompting calls for the Esperanza municipal government and public market management to clarify the rules governing Market Day operations and engage directly with the affected vendors.

MAYOR PLoteña: MARKET RULES WERE AGREED UPON

Amid the controversy, Esperanza Mayor Charles Federic R. “Junjun” Ploteña immediately addressed the issue, stressing that the market arrangements being questioned were based on agreements reached during meetings involving vendors and market personnel.

In his August 6 statement, Ploteña urged the public to understand the circumstances before drawing conclusions from the viral incident.

He explained that the market schedule and arrangements were discussed and agreed upon by the vendors and market staff, emphasizing that reminders regarding operating hours were made to those who had attended the meetings.

The mayor also clarified that the municipal government remains open to entrepreneurs and legitimate vendors coming from other areas, provided they comply with the law and applicable regulations.

However, he emphasized that his administration’s priority is to protect and promote the interests of Esperanza residents and local business owners, particularly in a peaceful municipality where maintaining order remains an important responsibility of the local government.

Ploteña also made clear that he was taking personal responsibility for addressing the controversy.

“Responsibilidad ko ito at AAYUSIN ko,” the mayor said, signaling that the matter would be acted upon rather than allowed to escalate further.

His immediate response deserves recognition, particularly because the controversy could easily have intensified amid the rapid spread of the video and competing narratives on social media.

Rather than allowing the issue to remain unresolved, the municipal leadership moved toward clarification, dialogue and settlement.

DISPUTE AMICABLY SETTLED

The Esperanza Municipal Police Station subsequently issued an official statement on August 7, confirming that the controversy had already been resolved.

According to PMAJ Jeffrey T. Lazaro, Officer in Charge of the Esperanza Municipal Police Station, the individual involved in the incident personally met with Mayor Ploteña and expressed sincere regret and apologized for what happened.

The parties reached a mutual understanding, with authorities confirming that normal operations and peace had been restored at the Esperanza Public Market.

The police official also appealed to the public to stop further sharing, re-uploading or commenting on the viral video, stressing the importance of maintaining peace, respect and positive engagement within the community.

The development effectively brought the dispute to a close, demonstrating the importance of immediate intervention when a local controversy begins gaining traction online.

A LESSON IN RESPONSIVE LOCAL GOVERNANCE

The incident highlights a broader challenge faced by local governments in managing public markets: balancing regulations, public order and the livelihood realities of small vendors and farmers.

Market rules are necessary to ensure that public markets remain orderly, accessible and safe. At the same time, policies affecting seasonal and Market Day vendors must take into consideration the realities of agricultural producers whose income depends heavily on selling perishable products within a limited period.

For farmers, unsold vegetables and other fresh produce are not simply excess merchandise. They can represent lost capital, transportation expenses, production costs and hours of labor.

This makes communication between market administrators and vendors particularly important.

Clear agreements on operating hours, designated selling areas and enforcement procedures can help prevent misunderstandings before they become public controversies.

The Esperanza incident also underscores the importance of ensuring that enforcement is carried out respectfully. Vendors can be reminded of rules without compromising their dignity, while vendors, in turn, are expected to comply with legitimate regulations and agreements established by the market administration.

PRAISE FOR THE LGU’S QUICK RESPONSE

Whatever disagreements may have existed regarding the market arrangements, the subsequent actions of the Esperanza LGU provide a positive example of responsive local governance.

Mayor Ploteña’s decision to immediately address the controversy, clarify the municipal government’s position and personally take responsibility for finding a resolution helped prevent the issue from developing into a deeper conflict between the local government, market administrators and vendors.

The eventual face-to-face meeting, apology and mutual understanding also demonstrate that many disputes can be resolved more effectively through direct communication than through prolonged exchanges on social media.

The LGU’s response is particularly noteworthy in an environment where viral posts can rapidly shape public perception before all sides have had an opportunity to explain their positions.

Instead of allowing online outrage to dictate the outcome, the municipal leadership and local police facilitated a process that resulted in the matter being settled peacefully.

PROTECTING FARMERS WHILE MAINTAINING ORDER

Moving forward, the incident can serve as an opportunity for Esperanza to further strengthen its engagement with Market Day vendors and farmers.

Regular consultations, clearly posted market schedules and transparent enforcement guidelines could help ensure that both vendors and market personnel understand their respective responsibilities.

There may also be room for the LGU and market administrators to continually assess whether existing schedules adequately reflect actual market activity, particularly during peak buying hours.

Such discussions would not necessarily mean abandoning market regulations. Rather, they would allow authorities to determine whether existing arrangements can be improved while preserving order and fairness.

Ultimately, the objective should be shared: a market that is orderly for the municipality, fair to vendors and beneficial to consumers.

The viral incident may have started as a dispute over market rules, but its peaceful resolution offers a more important lesson.

Public officials, vendors, farmers, market personnel and citizens may disagree on policies or procedures—but when authorities respond quickly, listen to concerns and work toward a mutually acceptable settlement, conflicts can be prevented from becoming larger divisions.

For Esperanza, the immediate action taken by Mayor Junjun Ploteña and the municipal authorities demonstrates that local leadership is not only about enforcing rules. It is also about taking responsibility, listening to the community and acting decisively when problems arise.

With the matter now settled, the focus should return to what matters most: maintaining peace and order while ensuring that farmers, vendors, consumers and local businesses can participate in the market fairly, respectfully and productively.
