ZAMBOANGA CITY — Two alleged members of the notorious “laway-laway” gang were arrested by local police after they were caught preying on jeepney passengers along Tomas Claudio Street near Yang’s Hotel in Zone 3, prompting Mayor Khymer Olaso to urge commuters to remain vigilant against distraction theft schemes.
The suspects were apprehended during a police operation and were later presented to Mayor Olaso at the City Hall conference room on Friday afternoon, July 24.
During the presentation, both suspects admitted they were members of the laway-laway gang and disclosed that they are not bona fide residents of Zamboanga City. They identified themselves as residents of Bacolod City and Surigao City, respectively.
According to the suspects’ own account, the gang’s modus operandi involves creating a diversion by spitting on an unsuspecting passenger. As the victim becomes distracted while wiping off the saliva, another accomplice quickly steals the victim’s belongings before the group escapes.
The scheme derives its name from the Filipino word “laway,” meaning saliva, and has long been associated with distraction thefts targeting commuters in crowded public transportation areas.
Mayor Olaso reminded the public to exercise heightened awareness, particularly while waiting for or boarding public utility vehicles and when passing through crowded areas.
“Mag-ingat kayo… Naghihingi ako sa inyo ng presence of mind,” the mayor said, emphasizing that alertness remains one of the best defenses against opportunistic criminals.
He also urged residents to immediately report suspicious individuals or criminal activities to law enforcement authorities, stressing that community cooperation is vital in preventing similar incidents.
Meanwhile, police said the suspects are expected to face theft charges in connection with the incident. Investigators are also encouraging other possible victims to come forward and file formal complaints to strengthen the case and determine whether the suspects are linked to other similar thefts in the city.
Mayor Olaso likewise issued a stern warning to individuals engaged in the laway-laway scheme, saying the local government and the Zamboanga City Police Office will continue to intensify anti-criminality operations to ensure the safety and security of residents and visitors.
Authorities, for their part, advised commuters to remain cautious in crowded places, keep valuables secured and out of sight, and avoid becoming distracted by unusual incidents or strangers attempting to divert their attention, as such tactics are commonly employed by theft syndicates operating in public transport terminals and busy commercial areas.
