SOUTH UPI, Maguindanao del Sur – The government’s campaign to reduce the proliferation of loose firearms gained another milestone on Wednesday, July 29, as residents of South Upi voluntarily surrendered 39 firearms during the launch of the Small Arms and Light Weapons Management (SALW-M) Program spearheaded by the Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU).
The event, held at the South Upi Municipal Gymnasium, underscored the growing collaboration between national government agencies, the Philippine Army, and the local government in advancing peace, public safety, and sustainable development across Maguindanao del Sur.
Prior to the launching ceremony, Colonel Glenn Loreto T. Caballero, Acting Commander of the 603rd Infantry “Persuader” Brigade, together with Lieutenant Colonel Ronaldo M. Tarrayo, Commanding Officer of the 57th Infantry “Masikap” Battalion (57IB), paid a courtesy call on South Upi Mayor Helen Benito Padua.
The meeting highlighted the strong partnership between the Philippine Army and the Local Government Unit (LGU) of South Upi in promoting peace, security, and community development through collaborative initiatives.
Mayor Padua and the South Upi LGU led the implementation of the SALW-M Program in partnership with OPAPRU, while the 57th Infantry Battalion, operating under the 603rd Infantry Brigade, provided operational coordination and security support to ensure the successful conduct of the activity.
A significant highlight of the event was the voluntary turnover of 39 loose firearms by residents, demonstrating their commitment to the government’s peacebuilding efforts and their willingness to abandon armed violence in favor of peaceful coexistence.
The surrendered firearms were formally presented to Col. Caballero, who represented Major General Jose Vladimir A. Cagara, Commander of Joint Task Force Central and the 6th Infantry (Kampilan) Division of the Philippine Army.
Military officials described the voluntary surrender as a strong indication of increasing public trust in government peace initiatives and a vital contribution to efforts aimed at reducing armed conflict and strengthening security in vulnerable communities.
Beyond the collection of firearms, the SALW-M Program also provides tangible support to participants through livelihood assistance. Qualified beneficiaries received livelihood packages designed to help former firearm holders establish sustainable sources of income, improve their quality of life, and discourage a return to illegal armed activities.
Officials emphasized that economic opportunities are an essential component of the government’s broader peace strategy, recognizing that lasting peace is achieved not only through disarmament but also by addressing the socio-economic challenges that often contribute to conflict.
Mayor Padua expressed her appreciation to the Philippine Army, particularly the 603rd Infantry Brigade and the 57th Infantry Battalion, as well as OPAPRU, for their continued commitment to supporting South Upi’s peace and development initiatives.
She said the successful launch of the SALW-M Program reflects the strong collaboration among government agencies, security forces, and the local community, while encouraging residents to continue supporting programs that foster peace and stability.
Col. Caballero also conveyed the message of Major General Cagara, reaffirming the unwavering support of the 6th Infantry (Kampilan) Division and Joint Task Force Central for the government’s Small Arms and Light Weapons Management Program.
“Today’s presentation of turned-in firearms symbolizes more than the surrender of weapons. It represents hope, trust in the government, and the willingness of individuals and communities to choose peace over violence. Every firearm turned in brings us one step closer to safer communities and provides a stronger foundation for lasting peace and development,” MGen. Cagara said.
The Philippine Army emphasized that the SALW-M Program is a key component of the government’s comprehensive peacebuilding strategy, aimed at preventing the proliferation of loose firearms, reducing violence, strengthening public safety, and creating an environment where communities can thrive through lawful and peaceful means.
The 603rd Infantry Brigade reaffirmed its commitment to working closely with local government units, OPAPRU, partner agencies, and communities in sustaining programs that promote disarmament, reconciliation, and long-term peace and development throughout Maguindanao del Sur.
