MIDSALIP, Zamboanga del Sur — March 23, 2026 — A sitting barangay captain was gunned down in a brazen daylight attack, underscoring growing concerns over the safety of local officials amid lingering threats of violence possibly tied to personal grudges and politics.

Police identified the victim as Jhing Arapon Mandao, 36, the incumbent barangay captain of Barangay Licuroan. She was fatally shot on the morning of March 22 in Purok 1 of the same village.

Initial investigation by the Midsalip Municipal Police Station revealed that Mandao had just returned from Barangay Poblacion and was navigating a rough stretch of road on her motorcycle. Upon reaching a difficult portion in Purok 1, she dismounted and began walking.

Moments later, gunfire shattered the quiet of the rural community.

Residents reported hearing a series of rapid gunshots before discovering Mandao sprawled on the ground, bleeding from multiple gunshot wounds. Authorities said the suspect, who remains unidentified, approached the victim and fired at close range before fleeing the scene.

Emergency responders rushed Mandao to the Midsalip Infirmary Hospital, but she was declared dead on arrival by attending physicians.

Crime scene investigators recovered four spent shell casings from a .45 caliber pistol at the site of the attack, indicating the assailant fired multiple rounds to ensure the victim’s death.

The killing has sent shockwaves across the community, where Mandao was known as an active and dedicated local leader. Her violent death adds to a disturbing pattern of attacks against grassroots officials in parts of Mindanao.

Authorities have launched an intensive dragnet and hot pursuit operations to track down the suspect. As of this writing, no arrests have been made.

Police are currently exploring multiple angles, including personal grudges and political motives, though investigators have yet to establish a definitive motive behind the assassination.

The Zamboanga del Sur Police Provincial Office condemned the killing and assured the public that efforts are underway to bring the perpetrators to justice.

“We strongly denounce this senseless act of violence. We are exhausting all means to identify and arrest those responsible,” police said in a statement.

Residents have been urged to remain vigilant and to immediately report any information that could aid the investigation to authorities or through the national emergency hotline 911.
