CAGAYAN DE ORO CITY — Police Regional Office 10 (PRO10) arrested a Top 1 High-Value Individual (HVI) in the PNP–PDEA Provincial Target List and her adopted son during a buy-bust operation in Barangay Sta. Cruz, Tagoloan, Misamis Oriental, early dawn on Friday, November 21, 2025.

The operation was conducted at around 2:33 a.m. by combined operatives of the Provincial Drug Enforcement Unit (PDEU), Tagoloan Municipal Police Station, 2nd Platoon of the 1st PMFC, Misamis Oriental PPO, and the Provincial Intelligence Unit. The coordinated anti-drug effort led to the arrest of suspects identified as “Ai-ai,” 52, married, the Top 1 HVI in the provincial target list, and “Vinz,” 29, her adopted son who is currently on probation for a previous drug case.

Police said a third suspect—believed to be the biological son of “Ai-ai”—escaped and is now the subject of a follow-up manhunt.

Authorities recovered 16 sachets of suspected shabu weighing around 85 grams, with an estimated street value of ₱578,000. Investigators believe the group had been operating within Tagoloan and nearby areas.

Both arrested suspects are now under the custody of the Tagoloan Municipal Police Station and will face charges for violating Sections 5 and 11 of Article II of Republic Act 9165, or the Dangerous Drugs Act of 2002.

PRO10 Regional Director PBGEN Christopher N. Abrahano praised the seamless coordination of the operating units, calling the arrest a major blow to the illegal drug network in Northern Mindanao.

“This successful law enforcement operation demonstrates our relentless effort in pursuing drug suspects, especially those considered high-value individuals who continue to jeopardize the safety of our communities. The arrest of a Top 1 HVI is a major accomplishment in our intensified anti-illegal drug operations,” he said.

Abrahano assured the public that intelligence-driven operations and community partnerships will continue to be strengthened as PRO10 works to suppress illegal drug activities across the region.

A follow-up operation is ongoing to locate and arrest the at-large suspect.
