PAGASA warns of possible flash floods, landslides in multiple regions

November 22, 2025 — The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) has issued a regional weather bulletin early Saturday morning, warning residents across Mindanao of sustained rains and thunderstorms brought by the Intertropical Convergence Zone (ITCZ). The advisory is valid from 5:00 AM today until 5:00 AM tomorrow (November 23).

According to PAGASA MINPRSD (Mindanao PRSD), Caraga, Northern Mindanao, and the Davao Region will experience cloudy skies with scattered rain showers and thunderstorms throughout the day. The state weather bureau cautioned that moderate to at times heavy rainfall may trigger flash floods or landslides, especially in low-lying and mountainous areas.

The rest of Mindanao will have partly cloudy to cloudy skies with isolated rain showers or thunderstorms, also due to the ITCZ. Severe thunderstorms could likewise result in localized flooding and soil erosion.

Winds will remain light to moderate from the northeast to north, with coastal waters generally slight to moderate at 0.6 to 2.1 meters.


Regional Conditions: Morning to Afternoon (5:00 AM – 5:00 PM)

ZAMBOANGA PENINSULA

Zamboanga City and the provinces of Zamboanga del Norte, del Sur, Sibugay, and Isabela City will experience partly cloudy to at times cloudy skies with chances of rainshowers or thunderstorms.

  • Temperature range: 24°C to 33°C
  • Wind: Light to moderate (NE–N)
  • Seas: Slight to moderate

NORTHERN MINDANAO

Bukidnon, Camiguin, Lanao del Norte, Misamis Occidental, and Misamis Oriental will see cloudy skies with rain showers and thunderstorms, consistent with ITCZ activity.

  • Temperature range: 20°C to 32°C
  • Seas: Slight to moderate

DAVAO REGION

Metro Davao and the provinces of Davao del Norte, del Sur, Oriental, de Oro, and Occidental will all experience cloudy skies with rainshowers and thunderstorms.

  • Temperature range: 24°C to 32°C
  • Winds: Light to moderate (NE–N)

SOCCSKSARGEN

North Cotabato, South Cotabato, Sultan Kudarat, Sarangani

  • Weather: Partly cloudy to at times cloudy with isolated rainshowers or thunderstorms
  • Temperature range: 23°C to 33°C

CARAGA REGION

Agusan del Norte, Agusan del Sur, Surigao del Norte, Surigao del Sur, and Dinagat Islands will experience cloudy skies with rainshowers and thunderstorms.

  • Temperature range: 24°C to 32°C

BARMM

Cotabato City, Basilan, Lanao del Sur, Sulu, Tawi-Tawi, Maguindanao del Norte, Maguindanao del Sur

  • Weather: Partly cloudy to at times cloudy with chances of rainshowers or thunderstorms
  • Temperature range: 21°C to 34°C

Evening to Early Morning Outlook (5:00 PM – 5:00 AM)

The weather pattern will remain largely the same overnight across Mindanao.

  • Northern Mindanao, Caraga, and the Davao Region will continue to experience cloudy skies with scattered rainshowers and thunderstorms, with temperatures slightly cooling down toward the mid-20°C range.
  • Zamboanga Peninsula, BARMM, and SOCCSKSARGEN will still observe partly cloudy to at times cloudy conditions, with chances of isolated thunderstorms.

Coastal conditions remain slight to moderate, making sea travel generally safe but still requiring caution during thunderstorms.

PAGASA urged residents, especially those living near river systems, flood-prone communities, and mountain slopes, to:

  • Stay alert for sudden heavy rainfall that may lead to flooding or landslides.

  • Secure small boats due to potential thunderstorms affecting coastal waters.
